In December 2025, the Khanh Hoa Provincial People's Council issued a new Resolution to continue to ensure the rights to health care for people from near-poor households, in the context that previous support policies will expire on December 31, 2025.
Continuing social security policies for near-poor people
In recent years, the health insurance policy for people from near-poor households has always been of concern to the Party and the State, considering this as a priority group in the social security system.
In Khanh Hoa and Ninh Thuan (before the merger), supporting health insurance contributions for this group of subjects has helped reduce the financial burden, creating conditions for people to access health services in a timely manner.
In the period 2022-2025, the People's Council of Khanh Hoa province (old) issued Resolution No. 07/2022/NQ-HDND, supporting 100% of the cost of purchasing health insurance cards for people from near-poor households in the province.
Meanwhile, the Ninh Thuan Provincial People's Council (old) issued Resolution No. 26/2022/NQ-HDND, according to which, in addition to the 70% support level from the central budget, the local budget supports additionally according to a gradual reduction roadmap: In 2023, additionally support 15%, in 2024, additionally support 10% and in 2025, additionally support 5%. The rest is paid by the people themselves.
These policies have made an important contribution to ensuring health care, helping people feel secure in working, producing, studying, stabilizing their lives and improving their quality of life.
100% support for contributions from 2026
However, both of the above resolutions expire on December 31, 2025.
Meanwhile, for many near-poor households, even though they have been supported 70% of health insurance contributions by the State, having to self-pay the remaining 30% is still a significant burden due to unstable income and increased living expenses.
Faced with that reality, the Khanh Hoa Provincial People's Council unanimously issued a new Resolution, stipulating 100% support for health insurance contributions for people from near-poor households in the province.
According to the resolution, the funding for implementation includes central budget support of 70%, local budget support of 30%. Applicable subjects are people from near-poor households and agencies, organizations, and individuals involved in policy implementation.
It is expected that the budget for implementing the support policy in 2026 and the following years is about 10 billion VND from the local budget, corresponding to 26,251 health insurance cards. In which, the budget allocated to Khanh Hoa (old) is about 5.7 billion VND, Ninh Thuan (old) is about 4.3 billion VND.
The continued support of 100% of health insurance contributions is expected to help people from near-poor households receive more comprehensive health care, reduce the risk of re-poverty due to medical costs, and at the same time contribute to consolidating the social security system and promoting sustainable development in Khanh Hoa province.
