Khanh Hoa builds new regulations to manage foreign workers

Khanh Hoa - The province is developing regulations on coordination in managing foreign workers, in order to clearly define responsibilities between agencies.

According to the Department of Home Affairs of Khanh Hoa province, the locality is completing the draft Decision promulgating the Regulation on coordination in managing foreign workers working in the area.

The development of new regulations stems from changes in the organizational structure of the apparatus and the system of administrative units.

After arranging the organization of specialized agencies under the Provincial People's Committee and implementing 2-level local government, the management of foreign workers needs to be adjusted to be appropriate.

Currently, Decree No. 219/2025/ND-CP dated August 7, 2025 of the Government replaces Decree No. 152/2020/ND-CP, with some new regulations on the responsibilities of agencies in managing foreign workers.

Previously, the old Ninh Thuan province issued Decision No. 50/2021/QD-UBND, while the old Khanh Hoa province issued Decision No. 17/QD-UBND dated January 4, 2024 on regulations on coordination in managing foreign workers. According to the draft, the legal bases of these decisions have expired, making the two regulations no longer suitable for the current situation.

Accordingly, the draft new regulations sets the goal of establishing a close and synchronous coordination mechanism between the Department of Home Affairs, departments, agencies, and People's Committees of communes, wards, and special zones in managing foreign workers.

At the same time, improve the effectiveness of state management, ensure security and order, and create conditions for businesses to comply with the law.

The coordination content includes propaganda on labor laws, entry and exit, and residence; exchanging information about foreign workers; coordinating inter-sectoral inspections and examinations and handling violations.

The regulations also stipulate the statistics, reporting, preliminary review, and summary of management work. The Department of Home Affairs plays the role of advising the Provincial People's Committee on state management of foreign workers; implementing the issuance, renewal, re-issuance, and revocation of labor permits and certificates of non-issuance of permits according to decentralization and authorization. The Department also periodically provides information for agencies and localities to coordinate management.

The Provincial Police are assigned to coordinate propaganda and guidance on complying with regulations on entry and exit, residence; inspect temporary residence registration and handle violations according to their authority.

The promulgation of new regulations is identified to clearly define responsibilities between agencies, avoid overlap, strengthen connection, share information on issuance, extension, and revocation of work permits, thereby improving the efficiency of managing foreign workers in the province.

Khanh Hoa currently has more than 75,000 temporary resident foreigners for investment, work and tourism purposes each year.

Statistics from the beginning of 2026 to date, through inspection, the Provincial Police discovered and arrested 6 wanted foreigners; administratively fined 289 cases with a total amount of more than 3 billion VND and applied additional deportation penalties to 116 cases of violations in the field of immigration.
