According to the report of the Hanoi City Labor Federation at the meeting, the majority of workers are aware of their position and role in the cause of innovation, industrialization and modernization of the capital and the country, believing in the leadership of the Party and the management of the State, always playing a core role in the public-private partnership, agriculture, intellectuals and the great national unity bloc, contributing significantly to the socio-economic development, maintaining social order and safety in the capital.
However, the political will of workers is not uniform, the understanding of the law of a part of workers is still limited, easily affected by the crowd mentality, for local workers there is still a village culture.
The cultural and spiritual life of workers has not received due attention because extra time is spent on overtime and overtime to increase income. Labor relations in many enterprises, especially in private enterprises and foreign-invested enterprises, still have many potential complications...
To carry out propaganda and education work, every year, the Hanoi City Labor Federation issues a Plan to deploy propaganda, dissemination and education of the law among workers and civil servants in the capital. Accordingly, based on the actual situation, the trade union at the grassroots level has implemented a plan to reach 100% of grassroots trade unions to widely propagate, disseminate and educate the law among union members, workers and civil servants.
The City Labor Federation also directed all levels of the Capital Trade Union to diversify forms of propaganda. In addition, the City Labor Federation will develop a Program to coordinate with Party committees at all levels, departments and branches of Hanoi City with key contents: propaganda and dissemination of the implementation of the Labor Code, Civil Code, Civil Procedure Code, Trade Union Law, Tax Law, Social Insurance Law, Health Insurance Law...; regulations related to the legitimate and legal rights and interests of workers and trade union organizations; coordinate the implementation of inspection and supervision of trade union fee payment; coordinate the grasp of the situation and resolution of issues of worker security, labor relations, labor disputes, collective work stoppages, strikes at enterprises in the City.
The Capital Trade Union at all levels has done a good job of propaganda and mobilizing union members and workers to implement the Party's guidelines and policies, the State's laws and policies, and the tasks of the Trade Union organization, associated with the implementation of the political tasks of the City, branches, localities and grassroots.
There are 8,839 grassroots trade unions that organize propaganda for over 671,000 union members and workers each year, focusing on: disseminating the Resolutions of the 11th, 12th and 13th National Party Congresses; Resolution of the Hanoi City Party Congress and 10 major work programs of the City Party Committee; Resolution 20, 02-NQ/TW; Resolution 15-NQ/TW dated May 5, 2022 of the Politburo on the direction and tasks of developing Hanoi Capital to 2030, with a vision to 2045; Resolution of the Vietnam Trade Union Congress and the City Trade Union Congress; election of National Assembly delegates and People's Councils at all levels; major holidays.
Hanoi Trade Unions at all levels also mobilized union members to participate in legal knowledge competitions that attracted a large number of union members and workers, such as: Online contest "Learning about the Labor Code in 2019" organized by the Vietnam General Confederation of Labor with over 18,000 participants; Contest to learn about laws on road traffic safety and order for union members, workers and civil servants such as: "Good road week", "Good traffic light week", "Good motorbike driving skills", "Propaganda on laws on traffic safety and order" ...
One of the experiences shared in this field is building a team of union officials who are strong in theory, good at their profession, have intelligence, courage, enthusiasm, responsibility, and meet the requirements of the task.
Pay attention to building a team of union officials to work in propaganda, dissemination and education of the law to meet requirements, proactively be creative in applying information technology, digital transformation in propaganda and mobilization of law compliance.
