On July 24, Ho Chi Minh City Social Insurance issued a notice on the implementation of a survey program to assess satisfaction with the implementation of social insurance (BHXH), unemployment insurance (BHTN), and health insurance (BHYT) policies in 2026 in the City.
The program implementation period is from the end of July to September 2026.
The program implementation aims to implement Plan No. 2198/KH-BHXH of Vietnam Social Security on assessing the level of satisfaction of organizations and individuals with the implementation of social insurance, unemployment insurance, and health insurance policies in 2026.
According to Ho Chi Minh City Social Insurance, the survey is conducted to objectively record the assessment opinions of people, workers, employers and beneficiaries on the quality of organization and implementation of social insurance, unemployment insurance, and health insurance policies; service quality of social insurance agencies. At the same time, it is the basis for continuing to improve professional processes, promote administrative reform, digital transformation and improve service quality.

Survey subjects include: Organizations and individuals coming to transact at the one-stop-shop of the social insurance agency; People participating in voluntary social insurance and household health insurance through collection service organizations; People currently enjoying social insurance and unemployment insurance benefits through personal accounts.
The survey is carried out in two forms: Online survey through QR code scanning for people coming to transact at the one-stop shop and direct survey by questionnaire for people participating in voluntary social insurance, household health insurance, and people currently enjoying social insurance and unemployment insurance benefits through personal accounts.

To ensure information security and prevent counterfeiting, Ho Chi Minh City Social Insurance recommends that QR code scanning is only carried out at the headquarters of the Social Insurance agency where people come to transact dossiers. The survey does not require people to provide passwords, OTP codes, PIN numbers, bank account information or make money transfers.
BHXH also does not require installing strange applications or accessing links not provided by BHXH. In case of direct surveys, officials or investigators are assigned according to the plan and have an official card or letter of introduction when working with people.
