Voters in Ho Chi Minh City reflected that the implementation of procedures for enjoying social insurance benefits in the online environment is still facing many difficulties, taking a lot of processing time and the resolution is prolonged for up to 03 months.
Responding to the above issue, the Ministry of Finance said that in the past time, it has focused on promoting digital transformation, putting people and businesses at the center of service.
To date, most administrative procedures in the field of social insurance have been provided on the National Public Service Portal (including 70 full-service public services and 14 partial public services).
Some popular public services have also been integrated on the VssID application - Digital Social Insurance to help people implement it anytime, anywhere such as: re-issuing health insurance cards due to damage/loss; transferring pension receiving areas; re-issuing social insurance books without changing information...
In fact, most dossiers are resolved on time, even shortened compared to legal regulations:
Re-issuance of health insurance cards: Regulation of 05 working days, in fact reduced to no more than 03 days (cases being treated at medical facilities are resolved immediately on the same day).
One-time social insurance benefit: Regulations for 07 working days, in fact reduced to 05 working days.
Enjoying retirement benefits: Reduced from 20 working days to 12 working days.
The Ministry of Finance noted that sometimes the system is overloaded, the transmission line is unstable, or connection errors affect the submission of dossiers. The Ministry has been directing Vietnam Social Security to upgrade IT infrastructure, connect the National Population Database, simplify procedures and strengthen support through the Customer Care switchboard.
Regarding the content that voters reflected that the resolution time lasted 3 months in Ho Chi Minh City, the Ministry of Finance has inspected and clarified.
Specifically, at the voter contact conference on May 7, 2026 in Thu Dau Mot ward, a voter reflected that the resolution was prolonged for 3 months. However, through system data checking, it was recorded:
User operation: At the beginning of May 2026, this person performed the operation of scheduling a direct meeting with Binh Duong grassroots social insurance.
Although the system still has many free hours in May, people actively choose appointments in August 2026.
The procedure people choose on the system is "Adjusting information on social insurance books", not the procedure "Resolving social insurance benefits once" as reflected.
Immediately after the voter meeting on May 7, 2026, Binh Duong grassroots social insurance contacted and invited people to come to explain, guide and receive one-time social insurance settlement dossiers in accordance with regulations.
Through this, Ho Chi Minh City Social Insurance also reminded the entire unit to promote propaganda so that people can clearly distinguish between submitting dossiers online and scheduling appointments to submit them directly.
In the coming time, the Ministry of Finance will continue to direct Vietnam Social Security:
Promoting the application of digital data and artificial intelligence (AI) in receiving and processing dossiers.
Improve the quality of information technology infrastructure and complete professional processes.
Strengthen inspection and supervision of dossier resolution at social insurance agencies at all levels, ensuring timely resolution and listening to feedback to promptly overcome inadequacies.
