Ms. Nguyen Thi Huong, representative of Biel Crystal Company Limited (Nam Sach Industrial Park) said that in August alone, the company recruited more than 3,000 additional workers, including about 2,000 from outside services.However, recruitment is facing many difficulties due to scarce human resources, even seasonal workers cannot meet the demand.

Sharing the same difficulties, Ms. Luc Thi Mai Huong, representative of the Trade Union of Nishoku Technology Company Limited (Tan Truong Industrial Park) said that the enterprise currently has 1,000 employees, of which 400 - 500 are hired workers. In reality, the group of female workers is under a lot of pressure when working while taking care of their young children. Out-of-work daycare services are available but the cost is increasing, leading to a decrease in workers' income.
"We hope that the Trade Union will support the transmission of recruitment information through official channels such as fanpages and Zalo groups of grassroots trade unions to reach the right subjects in need of jobs. Many times businesses have a huge recruitment demand, but workers do not have the information, leading to a shortage of human resources. If this situation continues, production will be affected, Ms. Huong expressed.
Representative of the Trade Union of Hulane Electronic Company Limited (Dai An Industrial Park), Mr. Vu Hong Phong, said that in addition to the issue of recruitment, the lack of accompanying social institutions also makes many workers not interested. "Social housing, schools, kindergartens, hospitals, transportation... are all still limited. New businesses are increasing but lack corresponding social infrastructure, so it is difficult to attract workers from a distance. Even holiday support services such as shuttle buses to take workers home and back to work have not been organized, Mr. Phong emphasized.
These opinions show that the difficulties are not only in the recruitment stage, but also in ensuring a safe life for workers.
Need for synchronous solutions, associated with trade union institutions
According to Mr. Nguyen Van Phiet, Vice Chairman of the Hai Phong City Labor Federation, the city currently has about 140,000 workers working in industrial parks. Many workers without families have to rent accommodation in residential areas around the factory, which is expensive, accompanied by environmental issues, security and order and lack of social amenities. This is one of the reasons for unstable labor, making it difficult for businesses to retain workers.
Mr. Phiet emphasized that to overcome this, it is necessary to synchronize both recruitment policies and social security solutions. First of all, businesses that hire workers must have clear legal bonds with the lessor, and at the same time need to pay attention to vocational training for on-site human resources. The City Labor Federation will continue to survey the system of vocational schools in the Western region to expand training, coordinate the organization of job fairs, and promote accompanying utilities and benefits.
In addition, trade union institutions such as housing, schools, kindergartens, cultural and sports centers for workers need to receive more attention. "Only when businesses attract workers can they maintain and expand production. Therefore, in addition to salary, social welfare is a key factor. The Trade Union will accompany businesses in making recommendations and proposals to ensure practical rights for workers, Mr. Phiet affirmed.
Mr. Phiet also said that the reason for the difficulties in recruitment is due to limited propaganda on labor laws, leading to many people not clearly understanding their rights and obligations when working in industrial parks. The City Labor Federation recommends that grassroots unions strengthen the organization of legal learning and discovering; encourage union members to participate in knowledge competitions to improve knowledge and legal awareness.
