On September 16, the People's Committee of Hoan Kiem Ward, Hanoi City informed about the investment in the construction of a square - park project east of Hoan Kiem Lake with a total expected area of about 2.14 hectares. This area borders Hoan Kiem Lake and Dinh Tien Hoang Street to the west, the existing residential area to the north, Ly Thai To Street to the east and Tran Nguyen Han Street to the south.
The project will form a square associated with the green space of the East of Hoan Kiem Lake, creating a space for community activities, organizing artistic activities, exhibitions and cultural events, contributing to improving the spiritual life of the people.
The project combines with the development of the urban railway network (the research area is in the TOD area of Station C9 - Urban railway line No. 2 Nam Thang Long - Tran Hung Dao), helping to increase access to the area. Walking routes will be expanded, combined with an electric vehicle system to reduce personal vehicles, creating a pedestrian-friendly environment.
The project is being studied in the direction of separating into 2 phases.
Phase 1: Including compensation, support, and resettlement for home and land users within the land area of about 21,151m2 to implement the investment project to build a TOD area east of Hoan Kiem Lake. This area has 59 land users, including 17 organizations (7 units and 10 other units in the electricity industry) and 42 households.
According to the approved design plan, the authorities will plan and arrange the square space including leveling, paving stones, trees, lawns, parking lots, etc. In which, the Department of Culture and Sports building, the Institute of Literature will be retained; research on moving Nha Den; temporarily retain 2 architectural works of the Northern Power Corporation to study specific handling options in phase 2.
In addition, the authorities also study the option of retaining the Art Deco-style architectural works of Hoan Kiem Power Company, considering the option of opening the first floor... Technical infrastructure systems such as water supply and drainage, lighting, urban equipment (dishes, stone benches, WC...), wifi systems, security cameras will also be invested. At the same time, renovating and renovating some buildings to retain and relocate underground and above-ground works along with some other related items.
Phase 2: The competent authority will study the planning and organization of underground space in the area east of Hoan Kiem Lake (about 3 basements), connecting the underground space of Station C9 - Nam Thang Long - Tran Hung Dao urban railway line No. 2. The People's Committee of Hoan Kiem Ward will implement a separate project, based on the appraised and approved planning - architectural plan, ensuring compliance with the general orientation. At the same time, there are appropriate technical solutions for conservation works during the basement construction process.
The authorities will also propose the function of using underground space to ensure effective land use, meeting people's needs such as: multi-functional use of publicity, culture, services, trade, infrastructure, etc.
The People's Committee of Hoan Kiem Ward said that it will implement compensation and resettlement support procedures, investment projects of phase 1 and start construction before October 10. For the second phase, it will be carefully studied, closely following the approved planning orientation and the direction of the Hanoi People's Committee.
