Relocating residents and agencies to expand public spaces
On September 17, according to Lao Dong, the area east of Hoan Kiem Lake, where old buildings, agency headquarters and many households are located, is about to enter the planning and clearance stage to implement the modern square - park project combined with an underground space system, directly connecting to Station C9, urban railway line No. 2 (Nam Thang Long - Tran Hung Dao). The city aims to start construction of phase 1 of the project before October 10.
At the frontage of Dinh Tien Hoang Street adjacent to Hoan Kiem Lake, there are many households that are selling restaurants and cafes to serve tourists that are in the relocation area.



In particular, Lane 61 Dinh Tien Hoang is where Pho Thin restaurant is located, a famous pho brand in Hanoi, with many memories associated with the people of the capital and tourists.
In lane 61, there are many degraded, cramped, and unlighted works and people have to use shared toilets.

The renovation and clearance of this area not only serves the project but also contributes to improving living conditions and urban landscape.




Scope and significance of the project
Previously, on September 16, the People's Committee of Hoan Kiem Ward informed that the square - park project on the East side of Hoan Kiem Lake has a total expected area of about 2.14 hectares.
The west borders Hoan Kiem Lake and Dinh Tien Hoang Street, the north borders residential areas, the east borders Ly Thai To Street and the south borders Tran Nguyen Han Street.

The project will form a large square associated with the green space along the lake, creating a place for community activities, organizing cultural and artistic events, and exhibitions.
At the same time, the project is closely connected to the public transport system, helping to increase access, reduce private vehicles and create a pedestrian-friendly environment.
The project is divided into 2 phases. Phase 1 will compensate, support and resettle about 59 land users (17 organizations, 42 households) on an area of over 21,000m2.
The area will be renovated with a stone square, trees, grass, parking lot, and modern technical infrastructure (water supply, lighting, wifi, cameras, public toilet).
Some projects will be retained such as the headquarters of the Department of Culture and Sports, the Institute of Literature; research on moving the lighthouse and gradually handling electricity projects.


Phase 2 focuses on researching and organizing underground space of about 3 basements, directly connecting to Station C9. This space is expected to integrate public, cultural, commercial and service functions, meeting the diverse needs of people and tourists.
Mr. Ngo Anh Toan - Head of the Department of Infrastructure Economics and Urban Management of Hoan Kiem Ward - said that compensation and relocation support are implemented according to Articles 95 and 101 of the 2024 Land Law, on the principle of harmony of interests.
Dilapidated houses and works will be compensated according to the value of new construction equivalent or actual damage.
Households and units are also supported to move and stabilize production, with the support level being up to 30% of their average after-tax income for 3 consecutive years.
The construction of the square - park on the East side of Hoan Kiem Lake not only expands the public space in the center of the capital but also directly connects modern traffic infrastructure.
This is considered a highlight project, contributing to improving the urban appearance, enhancing spiritual life and creating an attractive cultural and tourism space for people and tourists.
If the progress is correct, phase 1 will start construction in October, paving the way for a new, more spacious and modern appearance on the historic Hoan Kiem Lake (Hoan Kiem Lake).
