Article 13 of Decree 170/2025/ND-CP effective from July 1, 2025 stipulates that non-professional commune-level cadres who are subjects to be accepted as civil servants:
Subjects, standards, conditions, and documents for admission to civil service:
Part-time workers at the commune level before the effective date of this Decree;
Non-professional commune-level cadres working before July 1, 2025 will be accepted as civil servants.

Principles of staff streamlining
6. If the subject of staff reduction is elected, re-recruited to agencies, organizations, and units receiving salaries from the state budget or arranged as a part-time worker in villages and residential groups within 60 months from the date of staff reduction, the allowance received must be refunded to the agency, organization, or unit that paid the allowance.
From there, non-professional commune-level cadres will refund the amount of staff reduction allowance received to the agency, organization, or unit that paid the allowance when they were accepted to work as civil servants within 60 months from the date of staff reduction.
