Clause 2, Article 5 of Decree 154/2025/ND-CP stipulates that the current monthly allowance for part-time workers at the commune level, in villages and residential groups is the allowance for the month immediately preceding the leave of absence, with the central budget allocating the allowance fund to pay.
In case a non-professional worker at the commune level, in a village or residential group concurrently performs the duties of another non-professional worker at the commune level, in a village or residential group, the current monthly allowance to be calculated as the monthly allowance of the current position and not the monthly allowance of the concurrent position.
Thus, the allowance level to calculate the staff reduction allowance for non-professional cadres at the commune level is the current monthly allowance received by non-professional workers at the commune level, which is the allowance of the month immediately preceding the retirement period, with the central budget allocating the allowance fund to pay.
Accordingly, the monthly allowance for non-professional cadres at the commune level in Hanoi is stipulated in Resolution 18/2023/NQ-HDND as follows:
- Part-time workers with university degrees or higher: 2.34 times the basic salary;
- Part-time workers with college professional qualifications: 2.10 times the basic salary;
- Part-time workers with intermediate professional qualifications: 1.86 times the basic salary;
- Part-time workers who are not in the above categories: 1.5 times the basic salary.
For Deputy Military Commanders: The professional qualifications to receive allowances shall comply with the provisions of specialized military law.
