Organize many social monitoring and criticism activities
On November 26, in Hanoi, the Vietnam General Confederation of Labor held a workshop to evaluate the results of 10 years of implementing Decision No. 217-QD/TW dated December 12, 2013 of the Politburo (11th tenure) on social supervision and criticism of the Vietnam Fatherland Front and socio-political organizations under the chairmanship of Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu.
Attending the event were representatives of the Central Propaganda Department, the Vietnam Fatherland Front and leaders of the Labor Federations of the Northern provinces and cities, Central Trade Unions and equivalent, and General Corporation Trade Unions under the Vietnam General Confederation of Labor.
In fact, the Union levels have focused on implementing the dissemination quite synchronously and extensively; seriously organizing the study, dissemination and promulgation of many documents guiding the Union levels to participate in developing and signing coordination programs, developing and promulgating plans to implement supervision and social criticism on contents related to the functions and tasks of the Union organization.
Content of supervision and social criticism on areas related to union members and employees such as implementation of the grassroots democracy regulations, wages, income, labor contracts, collective labor agreements, occupational safety and health, social insurance, health insurance, unemployment insurance, etc.
According to the report, Trade Unions at all levels organized 39,725 propaganda sessions to disseminate the content of Decision 217 with 1,905,999 participants, and organized 12,839 training courses on social supervision and criticism for 282,962 Trade Union officials.
After 10 years of implementation, the CD levels have presided over and participated in 143, 735 supervisions with 408, 601 post - supervision petitions; the supervised agencies, organizations and individuals have had 22, 889 written responses.
In addition, the Trade Union at all levels chaired and participated in 79,773 social criticism sessions, with 39,233 petitions after criticism and 10,152 responses from agencies and organizations whose draft documents were criticized.
Speaking at the workshop, Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu affirmed that over the past 10 years, trade unions at all levels have done a good job of disseminating and propagating, organizing many activities of social supervision and criticism, contributing significantly to the good performance of the task of representing, caring for and protecting the rights of workers, detecting shortcomings and proposing amendments to many policies and laws. One of the issues that the Vice President of the Vietnam General Confederation of Labor suggested that trade unions at all levels pay attention to in the coming time is to continue to do a good job of social supervision and criticism, especially when the Draft Law on Trade Unions is passed.
Proposal to specify social monitoring and criticism activities
Based on the reality, the representative of the Hanoi City Labor Federation proposed that the Politburo and the Secretariat issue a Directive on strengthening the Party's leadership and direction in social supervision and criticism activities and participating in giving opinions on Party and government building. Directing local Party committees to issue policies and mechanisms, creating conditions for the Labor Federation and socio-political organizations to effectively carry out social supervision and criticism activities, and participate in Party and government building.
The representative of the National Defense Trade Union Committee proposed regulations in the direction of the Trade Union carrying out social criticism, adding specific regulations on the Trade Union's right to social criticism, principles of criticism, forms of criticism, rights and responsibilities of the Trade Union when carrying out criticism.
One of the issues raised at the workshop was the cadres participating in monitoring and criticism. The representative of the Vietnam Electricity Trade Union shared the experience of selecting members of the monitoring team who are experts in the fields of monitoring. The representative of the Nam Dinh Provincial Labor Federation proposed a solution to select competent cadres to participate in the monitoring team to improve the role and quality of the monitoring team.
