The Congress has the theme "racing for innovation, digital transformation, improving labor productivity, confidently entering a new era with the country".
According to the plan of the Vietnam General Confederation of Labor, the Typical and Advanced Conference at all levels and Congresses are organized to summarize and evaluate the results of patriotic emulation movements since the 10th National Patriotic Emulation Congress of workers, civil servants and laborers up to now, and propose directions, tasks, and measures to organize and direct emulation movements and reward work of the Trade Union organization in the period of 2025 - 2030.
Commending achievements and honoring collectives and individuals who are Heroes of Labor, Emulation Fighters, typical and advanced examples in the patriotic emulation movement of the Trade Union organization; creating a spirit of spreading and creative emulation among cadres, union members, civil servants, public employees, and workers nationwide.
Regarding the organization form, the Vietnam General Confederation of Labor directs grassroots trade unions based on practical conditions at units and enterprises to organize "Conferences to honor advanced models", "Conferences to honor good and creative workers", "Meeting and exchanging with typical examples" or coordinate with employers to organize emulation summaries, commend, honor and reward union members and workers with appropriate scale and forms.
The time of organization and the number of delegates are decided by the provincial and municipal labor federations, central industry unions, and general corporation unions.
At the provincial and municipal Labor Federations level, the Vietnam General Confederation of Labor directs that, based on the practical and specific conditions of each locality, provincial and municipal labor federations organize a "Patriot Emulation Congress among Workers and Employees" or "Advanced Typical Commendation Conference" along with the Patriotic Emulation Congress of the Fatherland Front at the same level according to Instruction No. 06/HD-MTTW-BTT dated July 31, 2025 of the Standing Committee of the Central Committee of the Vietnam Fatherland Front; the time of organization is before September 15, 2025.
Central and equivalent industry trade unions choose one of the following forms of organization: "Conference to honor advanced models", "Conference to honor good workers, creative workers" or coordinate with professional collaborators to organize the Patriotic Emulation Congress of the industry. The organization time is before September 15, 2025.
The Trade Union of a corporation under the Vietnam General Confederation of Labor coordinated with the professional staff at the same level to organize the "Conference to honor advanced models", "Conference to honor good workers, creative workers", "Patriot Emulation Festival" of the corporation. The organization time is before September 15, 2025.
The Vietnam General Confederation of Labor will organize the 11th Patriotic Emulation Congress among employees nationwide in 2025 before October 20, 2025.
