The Standing Committee of the Lao Cai Provincial Party Committee has just issued Directive No. 17 on strengthening the Party's leadership in implementing social insurance policies in the province.
In the past time, Party committees, authorities, the Vietnam Fatherland Front and socio-political organizations have actively implemented policies on social insurance, contributing to raising awareness of cadres, party members and people.
By the end of 2025, the rate of social insurance participants reached 26.21% of the working-age population. Of which, compulsory social insurance accounted for 17.06%, and voluntary social insurance accounted for 9.15%.
The unemployment insurance participation rate reached 14.84%. Pension payment and insurance regimes are fully and promptly implemented.
However, the rate of people participating in voluntary social insurance is still low. Some businesses have not fully fulfilled their insurance obligations for employees, while propaganda work in some places is still limited.
Faced with that situation, Lao Cai province sets a target that by 2030, about 45% of the working-age population will participate in social insurance, 35% will participate in unemployment insurance, and 60% of people after retirement age will receive pensions or monthly allowances.
To achieve this goal, the province will strengthen leadership, include the target of developing social insurance participants in annual resolutions; promote the dissemination of new regulations of the 2024 Social Insurance Law and the 2025 Employment Law; and at the same time review and mobilize workers to participate and strengthen inspection and examination of implementation at enterprises.
According to the Directive, Lao Cai Provincial People's Committee must develop a deployment plan before March 31, 2026 to gradually expand the coverage of social insurance, contributing to ensuring sustainable social security in the area.
