The People's Committee of Lao Cai province has just issued an Official Dispatch requesting departments, branches and localities to strengthen management and promote sending workers from the province to work abroad under contracts.
In recent years, this work has received attention, becoming one of the important solutions in creating jobs, sustainable poverty reduction, and increasing income for people.
From 2020 to now, the whole province has sent nearly 3,600 workers to work abroad. Many people after returning have accumulated capital, improved their skills, continued to participate in the domestic labor market, contributing to the development of the local economy and society.
However, the implementation process is still limited. Some localities have not considered labor export as a key solution; the management of enterprises and employment services is not strict; the number of workers going abroad is still low compared to potential.
Notably, the situation of workers going to work abroad illegally, fleeing, and not complying with contracts still occurs, potentially affecting international labor cooperation, and even causing some markets to stop receiving workers from the province.
To overcome this, the People's Committee of Lao Cai province assigned the Department of Home Affairs to preside over and coordinate with relevant agencies to strictly implement the policies and guidelines of the Party and State; at the same time, strengthen propaganda, consultation, and support for workers, especially those from poor households, near-poor households, and ethnic minority areas.
The Lao Cai Provincial Employment Service Center will be a focal point for implementing cooperation agreements, introducing jobs, vocational training and foreign languages for workers in need.
The document also requires strengthening management, inspection and supervision of the activities of service enterprises sending workers to work abroad; promoting career guidance in educational institutions; supporting loans from the Social Policy Bank
At the same time, promote the role of the Provincial Police and the Provincial Military Command in consulting, preventing risks, and facilitating workers, especially the demobilization team, to participate in the international labor market.
The People's Committee of Lao Cai province emphasized that sending workers to work abroad is an important indicator in the local socio-economic development program.
Therefore, communes and wards need to include this task in their annual plans, increase propaganda and mobilize people to clearly understand policies, rights and responsibilities to participate with peace of mind, contribute to increasing income and building their homeland to become stronger and richer.
