Vice Chairman of Quang Ninh District People's Committee Le Ngoc Huan said: Employment creation work has always been of interest to the Party, the State and all levels and sectors with many appropriate support policies. To improve the effectiveness of state management of labor and employment, the People's Committee of the district has disseminated national target programs on employment to leaders of communes, towns, socio-political organizations at the commune level and policy officers to grasp the policies, guidelines and programs, thereby organizing implementation.
Right from the beginning of the year, the People's Committee of the district has assigned targets on job creation to communes and towns to direct the implementation to ensure the set plan, and include job creation in the action plan to carry out socio-economic development tasks. Party committees and authorities at all levels focus on disseminating policies of the Central Government, provinces and districts on job creation and poverty reduction to people. Along with that, relevant departments, offices and People's Committees of communes and towns actively create on-site jobs for workers through loan programs and projects to support job creation and maintenance and expansion of jobs.
Thanks to that, local people have actively implemented on-site production models that bring high economic efficiency and create jobs for rural workers, such as: Growing clean vegetables in Vo Ninh and Duy Ninh communes; raising high-tech pigs in Van Ninh and Vinh Ninh communes; raising black elephant snails in Xuan Ninh commune; raising fish in cages and crab on the river in Duy Ninh commune; raising oysters in Quan Hau town.
Ms. Nguyen Thi Doan - Director of Vuong Doan Seafood Production, Trading and Processing Cooperative in Hai Ninh commune said: On average, the cooperative purchases 3 - 10 tons of seafood of all kinds from people in the area and neighboring communes each day. The cooperative's annual production output is over 200 tons of dried seafood and over 100 tons of fresh seafood. Thanks to sustainable development, the cooperative has created stable jobs for 13 workers with an income of 6 - 8 million VND/person/month.
Identifying labor export as one of the solutions to contribute to reducing the unemployment rate and increasing income for people, Quang Ninh district has implemented many solutions to support workers working abroad. The district strengthens vocational training and foreign languages, fosters necessary knowledge for workers before going to work abroad to improve awareness and skills, ensure that it meets the requirements of employers; creates conditions for reputable enterprises, legal status to recruit labor export and effectively maintains the model of linkage between commune and town authorities and labor recruitment units to work abroad according to market requirements.
Deputy Head of the Department of Labor, War Invalids and Social Affairs of the district Nguyen Thi Lan Anh said: Labor export work in the district has had positive changes. After grasping the labor recruitment needs of foreign enterprises, the People's Committee of the district has directed communes and towns to step up propaganda, labor export consultation and introduction of recruitment companies abroad. Many units have organized conferences to disseminate the implementation of recruitment announcements and labor selection plans in villages and residential areas. Thanks to good labor export consulting work, the majority of workers after the expiration of their contracts return home with good economic conditions, build high-rise houses, and improve their lives. Many people also invest in business, create jobs for local workers, and sustainably reduce poverty.
In 2025, Quang Ninh district set a target of creating new jobs for 2,000 workers with a rate of 72% of trained workers, contributing to reducing the poverty rate to 0.7%. In 2024, 2,574 workers were employed in the district; of which 679 workers went to work under contracts abroad, concentrated in the following markets: Korea, Japan, Taiwan, Germany, Singapore.
To help people access job opportunities, Quang Ninh district also reviewed and synthesized the demand for loans from the lending program to support job creation, maintenance and expansion in the area. Director of the District Social Policy Bank Nguyen Tuan Ngoc said: In 2024, 4,205 poor households and other policy beneficiaries will receive loans from the District Social Policy Bank; of which, lending to solve employment will reach over 54.6 billion VND, with 1,150 households borrowing capital. Policy capital has helped workers have capital to invest in developing production and business models. Thereby, contributing to reducing the unemployment rate, promoting the local socio-economic development.
According to Vice Chairman of the District People's Committee Le Ngoc Huan, in the coming time, the district will continue to promote propaganda work about the meaning and importance, raising people's awareness of job creation and labor export; directing departments, branches, unions, People's Committees of communes and towns to increase support for job training for workers. At the same time, the district organizes training courses, fostering knowledge and professional skills for workers according to market demand. Along with that, the district encourages and creates favorable conditions for workers to borrow capital, develop the economy and replicate economic models to solve on-site employment for rural workers.
