On July 20, Lao Cai Provincial People's Committee informed that the unit had just issued Plan No. 339 on building a worker security posture for the period 2026-2031.
This is considered an early preparation step to create a stable working environment, contributing to improving the local competitiveness.
According to assessments, the process of industrial integration and development, the quality of labor relations, stability in enterprises and the ability to ensure security and order are becoming factors directly affecting investment decisions.

A notable point of the plan is to focus on preventing from the root by raising legal awareness, strengthening dialogue and building harmonious labor relations in enterprises, instead of just handling when incidents arise.
According to the set target, 100% of officials working in related fields will be trained on ensuring worker security.
By 2028, over 95% of managers, grassroots trade union officials and employees at enterprises with 100 or more employees will be fully informed of the provisions of labor law, trade union law, and the rights and obligations of employees.

Improving legal understanding is expected to help businesses and workers proactively dialogue, limit conflicts arising due to lack of information, thereby reducing the risk of spontaneous strikes or prolonged disputes.
The plan also sets a target that 100% of labor disputes leading to strikes or collective work stoppages (if any) are advised to be resolved right from the grassroots level, without allowing them to develop into hotspots of security and order.
In addition, Lao Cai continues to link the work of ensuring worker security with the movement to build safe businesses.
Every year, all businesses (except small and micro enterprises) are guided to build the movement "All people protect national security", register to meet the standards "Safety of security and order" and "No drug evils".

Each key area for worker security will also build at least one self-management model associated with businesses and areas with a large concentration of workers.
In parallel with security solutions, the province also determines to continue to consolidate the role of Party organizations, trade unions and mass organizations in enterprises.
From there, improve the effectiveness of state management in the fields of labor, insurance, environment, and food safety; and at the same time pay attention to caring for the material and spiritual lives of workers.

According to the development orientation, Lao Cai is focusing on attracting investment in processing industry, logistics, border gate economy and the system of industrial zones and clusters.
As the scale of enterprises and the labor force continue to increase, the requirement to build harmonious labor relations and ensure security in enterprises is also becoming more urgent.
Therefore, building a worker security posture not only meets immediate requirements for ensuring security and order but also contributes to forming a stable investment environment, minimizing risks for businesses and strengthening investor confidence.
