By April 10, the City Labor Federation managed 2,920 grassroots trade unions with 657,523 employees and 630,678 trade union members, 33 commune and ward trade unions, special zones and Industrial Zone Trade Union Boards. In Decision No. 882/QD-TLD dated March 26, 2026 of the Presidium of the Vietnam General Confederation of Labor assigned the Hai Phong City Labor Federation to develop an actual increase of 55,000 union members. However, the Resolution of the first Hai Phong City Trade Union Congress, striving at the end of the term to develop at least 300,000 union members (developing at least 60,000 union members each year). As a result, in the first quarter, the city's trade union levels developed an actual increase of 12,556 union members, and established 87 grassroots trade unions (reaching 41% of the annual plan).
Regarding the target of introducing union members to the Party for consideration, training, and admission, according to the direction, each grassroots trade union strives to introduce 1 outstanding union member to the Party for consideration and admission. As a result, in the first quarter, the city's trade union levels introduced 750/2,821 outstanding workers and employees to the Party (reaching 27% of the annual plan).
At the conference, delegates discussed and exchanged views on dissolving inactive grassroots trade unions (194 units), considering supporting poorly operating grassroots trade unions... At the same time, analyzed data on units that have not established trade union organizations (764 units with 20 or more employees have not established trade union organizations with about 34,125 employees) and units with fewer union members than the number of employees (352 units with 24,782). From there, proposed solutions to mobilize union member development, establish grassroots trade unions, and strive to complete the target for 2026.
The Inspection and Advice Department reports to the Standing Committee of Hai Phong City Labor Federation that it is expected to establish delegations, headed by Vice Chairmen of the City Labor Federation, who will go down to work directly with the Party Committee and the Fatherland Front Committee at the commune level, in order to remove difficulties of Commune and Ward Trade Unions, special zones, especially Commune and Ward Trade Union units assigned to manage grassroots trade unions in neighboring communes and wards. Along with that, proactively advise Party committees, organize the signing of working coordination programs with specialized authorities at the same level, promptly develop plans and consolidate the steering committee for union member development, the working group for union member development, and establish grassroots trade unions.
The City Labor Federation also requests units to link the work of developing union members and establishing grassroots trade unions with managing union members, improving the quality of trade union members with building, consolidating and improving the operational efficiency of grassroots trade unions. In addition, continue to review the establishment and operation of enterprises belonging to economic sectors in the area under their management to develop annual programs to be appropriate and effective. Based on the city's social insurance contribution data, units continue to review; statistics on the number of units that have established grassroots trade unions, have not yet established grassroots trade unions, and enterprises that are eligible to establish grassroots trade unions in the area and field of management to coordinate and direct in the work of developing union members, establishing grassroots trade unions and fostering outstanding union members for Party nurturing and admission.
