Resolution 28-NQ/TW dated May 23, 2018 of the 12th Party Central Committee on social insurance policy reform makes an important contribution to ensuring social security, proposing many solutions to quickly increase the coverage of social insurance participants, towards the goal of universal social insurance, better ensuring the rights of participants.
Speaking at the conference, Mr. Nguyen Van Phiet - Vice Chairman of Hai Phong City Labor Federation - emphasized that the spirit of Resolution 28 - NQ/TW is towards universal social insurance, expanding coverage, and ensuring sustainable social security. Therefore, trade union levels need to focus on promoting propaganda and mobilizing workers to participate in social insurance in a practical, easy-to-understand, and appropriate direction for each subject; coordinate with social insurance agencies in developing participants. Along with that, strengthen inspection and supervision of social insurance implementation at enterprises; resolutely fight against social insurance evasion and debt, and protect the rights of workers.
Regarding the implementation of policies, laws and labor relations in 2026, the Vice Chairman of Hai Phong City Labor Federation also requested trade union levels to focus on 5 key contents: improving the quality of collective labor agreements, striving to complete and exceed the targets assigned by the Vietnam General Confederation of Labor; promoting occupational safety and health work associated with the responsibility of the head of the grassroots trade union. Trade union levels effectively implement the work of caring for union members and workers, prioritizing people in difficulty and vulnerable circumstances; strengthening inspection and supervision of the implementation of labor policies and laws at enterprises. In which, focus on essential contents such as salaries, social insurance, working conditions, linking supervision with dialogue and handling recommendations....
Also at the conference, the Fund for Supporting Poor Workers and Employees of the City Labor Federation also informed delegates about the fund products being implemented. From there, spread the effectiveness of the fund's operation to grassroots trade unions in the East of the city.
