Accordingly, the schedule for paying pensions and social insurance allowances through personal accounts to beneficiaries in Hanoi is on the 2nd working day of the month.
Regarding the payment of pensions and social insurance allowances to beneficiaries in the Capital in August 2026, Ms. Duong Thi Minh Chau - Head of the Propaganda and Support Department for Social Insurance participants of Hanoi City - said: "According to the schedule of monthly pension and social insurance allowance payments in the Capital, which is the 2nd working day of the month, in August 2026, the Social Insurance Agency of Hanoi City will pay beneficiaries through personal accounts on August 4 (Tuesday); for cash payments to beneficiaries, the Social Insurance Agency will coordinate with the Post Office to develop a timely payment plan for beneficiaries after August 4".
Recently, Hanoi City issued an official dispatch to develop a process for paying pensions and social insurance allowances at the place of residence to people who do not meet the conditions for signing certification.
Specifically, the city assigned the Public Administration Service Center to prioritize supporting the establishment of power of attorney documents with beneficiaries. Inter-sectoral shock teams maintain operations to guide the receipt of dossiers and certification of signatures at village and residential group gathering points, at home for people with meritorious services, elderly people, vulnerable people, and people with weak health and difficulty traveling.
The Center summarizes and hands over the list and authorization to the post office to transfer to the Social Insurance Agency for updating and payment, creating maximum conditions so that beneficiaries do not have to travel many times.
In case the beneficiary is not living in the locality or the situation cannot be verified, the city requests Hanoi Social Insurance to consider temporarily suspending the payment of benefits based on the list certified by the relevant unit.
For beneficiaries who have lost civil capacity or have difficulty in perception but cannot obtain a power of attorney, the caregiver and nurturer make a Petition requesting to receive benefits, with confirmation from the local government, the Social Insurance Agency receives the dossier and pays pensions and allowances to the beneficiaries.
If the beneficiary no longer has relatives taking care of them, no place to rely on, living in a centralized nurturing facility and loses consciousness, the facility shall make a written request to the Social Insurance Agency to transfer pensions and monthly allowances to the facility directly taking care of and nurturing the beneficiary.
In case the beneficiary is living in the place of residence and the power of attorney is still valid, and the beneficiary or their relatives do not request changes regarding the authorized person, the Social Insurance Agency shall base on the list certified by the ward and commune authorities summarized and sent to, maintain the validity of the certified document to pay pensions and social insurance allowances.
The City People's Committee assigned the Department of Justice to preside over and report to the Ministry of Justice to guide administrative procedures for certifying signatures in documents, applying to both cases of certifying fingerprints and not certifying fingerprints outside the headquarters.
Communes and wards coordinate with the Public Administration Service Center, Social Insurance agency, and post office to compile lists and provide home support to people receiving monthly pensions and social insurance allowances who are people with meritorious services, the elderly, vulnerable people, and people with weak health and difficulty traveling. At the same time, review and verify the status of beneficiaries, and compile lists of benefit groups in the area.
