Youme Law Firm LLC said that the new salary tables are currently mentioned in Section 2 of Resolution 27-NQ/TW in 2018, specifically including 5 new salary tables applied to the following 9 subjects:
- Cadres, civil servants, and public employees holding leadership positions;
- Civil servants and public employees who do not hold leadership positions;
- Police officer;
- Police professional non-commissioned officers;
- Police technical expertise;
- Military officers;
- Professional soldiers;
- Defense workers;
- Police workers.

The Central Executive Committee issued Conclusion 83-KL/TW in 2024 on salary reform from July 1, 2024. Accordingly, the salary regime of cadres, civil servants and public employees in the public sector has not been completely reformed because there are many difficulties, problems and inadequacies, so it is necessary to review and study carefully, thoroughly and comprehensively; at the same time, it is necessary to amend and supplement many regulations of the Party and laws of the State to submit to the Central Committee for consideration and adjustment of some contents of Resolution 27-NQ/TW in 2018 to suit the practical situation.
Pursuant to Sub-section 5.2, Section 5, Conclusion 83-KL/TW in 2024, it is stipulated as follows:
Organizing implementation
The Politburo requests Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations at all levels to promptly implement the following main tasks based on this Conclusion:
5.1. The Central Organizing Committee continues to preside over and coordinate with relevant departments, ministries and branches to complete and report to the Politburo through the system of Job Position Lists for cadres, civil servants and public employees in the political system.
5.2. The Central Economic Committee presides over the preliminary review and proposes the implementation of 5 new salary tables and 9 new allowance regimes of the public sector accordingly to submit to the Central Committee for consideration after 2026 when the Politburo promulgates and implements the system of Job Position Lists in the political system.

Accordingly, the Politburo requested a proposal for a new salary and allowance table in Resolution 27 after 2026. Therefore, according to the plan, 5 new salary tables according to job positions of 9 civil servants, public employees and armed forces can be submitted to the Central Government for consideration after 2026.
Therefore, if there are no changes and the proposal is accepted, after 2026, the new salary policy will apply civil servants, public employees and armed forces. At that time, the new basic salary officially accounts for 70% of the total salary fund in the 5 salary tables of 9 subjects of civil servants, public employees and armed forces will be applied after the basic salary is abolished (because the abolishment of the basic salary is replaced by the basic salary, which is a factor to build 5 new salary tables according to Section 2 of Resolution 27-NQ/TW in 2018).
