Subjects eligible for basic salary
The basic salary is applied to the subjects specified in Clause 1, Article 2 of Decree 73/2024/ND-CP. Accordingly, salary and allowance recipients apply the basic salary level prescribed:
- Cadres and civil servants from the Central to the district level;
- Commune-level cadres and civil servants;
- Officials in public service units;
- People working under labor contracts;
- People working within the staffing quota at associations receiving State budget support for operation;
- Officers, professional soldiers, workers, national defense officials and contract workers of the Vietnam People's Army;
- Officers, non-commissioned officers receiving salaries, police workers and contract workers under the People's Public Security;
- People working in key organizations;
- Sub-officers and soldiers of the Vietnam People's Army; non-commissioned officers and conscripts of the People's Public Security;
- Part-time workers at the commune level, in villages and residential groups.

According to the latest current regulations, the basic salary is regulated according to Clause 2, Article 3 of Decree 73/2024/ND-CP as follows:

Thus, the basic salary after July 1, 2024 is 2,340,000.
Pursuant to Clause 1, Article 3 of Decree 73/2024/ND-CP, the basic salary is regulated as the basis:
- Calculate salary levels in salary tables, allowances and implement other regimes according to the provisions of law for subjects specified in Article 2 of Decree 73/2024/ND-CP;
- Calculating operating expenses and living expenses according to the provisions of law;
- Calculate deductions and benefits according to the basic salary level.
