In addition, according to Article 3 of Decree 73/2024/ND-CP, from July 1, 2024, the basic salary is VND 2,340,000/month. This new basic salary replaces the old basic salary of VND 1,800,000/month stipulated in Decree 24/2023/ND-CP (expired).
Thus, from July 1, 2024, the basic salary of salary and allowance recipients in agencies, organizations, and public service units of the Party and State has increased by 30%.
In Clause 5.2, Section 5 of Conclusion 83-KL/TW in 2024, the Politburo requested the Central Economic Commission to preside over the preliminary review and propose the implementation of 5 new salary tables of the public sector accordingly to submit to the Central Committee for consideration after 2026 when the Politburo promulgates and implements the system of Job Position Lists in the political system.
At the same time, Resolution 27-NQ/TW in 2018 established a new salary table system according to job positions, titles and leadership positions to replace the current salary table system; convert old salaries to new salaries but ensure that they are not lower than current salaries, including 5 new salary tables for cadres, civil servants, public employees and armed forces according to job positions.
One of the specific factors to design the new salary table according to Resolution 27-NQ/TW in 2018 is to abolish the current basic salary and salary coefficient, and build a basic salary level with a specific amount in the new salary table.
Therefore, a 30% increase in the basic salary will be applied to salary and allowance recipients in agencies, organizations, and public service units of the Party and State until replaced with a basic salary or another basic salary.
In case of replacement with basic salary
- The basic salary may be proposed after 2026 along with the proposal to implement 5 new salary tables of the public sector according to Resolution 27-NQ/TW in 2018.
- The Central Economic Committee will preside over the preliminary review of the implementation of Resolution 27-NQ/TW in 2018 in coordination with the Party Committee of the Ministry of Home Affairs and relevant departments, ministries and branches to study and evaluate the suitability, feasibility and suitability to submit to the Central Committee for consideration of this issue.
In case of replacement with another basic salary
Before 2026, whether the basic salary of VND 2.34 million/month will be changed to another level or not depends on the Government's adjustment after reporting to the National Assembly for consideration and decision in accordance with the state budget capacity, consumer price index and economic growth rate of the country (Clause 3, Article 3 of Decree 73/2024/ND-CP).
