Hit the psychology of needing money urgently and being afraid to travel
Ms. Pham Tu (living in Bac Ninh, used to work in Binh Xuyen Industrial Park, Vinh Phuc Province) has participated in social insurance for 3 years and 4 months. If she withdraws her social insurance at once, she will receive at least about 30 million VND. However, when she wants to sell her book, she is often told the fee is about 50% of the actual amount received.
“I posted on Facebook asking how much I would get if I sold my social insurance book early, most sources quoted around 13-14 million VND. There was a place claiming to be an employee of Bac Ninh Social Insurance who agreed to buy it for 20 million VND, so I contacted them immediately. I need money urgently at this time,” Ms. Tu informed.
The person who bought the book said that she had to pay 800,000 VND/book in advance for the "service fee" and needed to take a photo of her ID card and a photo of the separate social insurance book to send to the person. Taking advantage of her need for money urgently, the person made Ms. Tu pay without thinking any further. A day later, Ms. Tu texted to ask for the result, but the person had locked her account. Ms. Tu called the Vietnam Social Security hotline and found out that she had been scammed.
In fact, according to Lao Dong's research, groups and associations for buying and selling social insurance books appear everywhere on social networks such as Facebook and Zalo. Just type in the keyword "buying and selling social insurance books" and dozens of groups and associations will appear with invitations to sell this type of book "underage" by brokers. Not only that, many articles by victims who were scammed because they trusted the subjects who accepted to close the book at a cheap, fast and convenient price were also posted.
Not a property allowed for civil transactions
Speaking with Lao Dong, lawyer Nguyen Trong Nghia (Hanoi Bar Association) said that the social insurance book is a type of document to record the social insurance participation process of each employee. This will be the basis for resolving social insurance regimes according to regulations. However, according to the provisions of Article 105 of the 2015 Civil Code, this is not an asset that can be used for civil transactions.
In addition to the scam of buying and selling "unreal" social insurance books, people in Ho Chi Minh City reported receiving calls from people claiming to be social insurance officers asking people to adjust information about social insurance, health insurance (HI), update the VssID application... Otherwise, they will not be able to use VssID or will not be able to do administrative procedures related to social insurance.
In many localities such as Quang Ninh, Dong Nai... scammers also impersonated social insurance employees, calling people to ask them to update their ID cards on the application by accessing a strange link ending in ".govvvn.com" on their mobile devices and following the instructions. After following the instructions, entering their phone number and password into the application with an interface similar to the "VssID" application of the Vietnam Social Insurance industry, people lost all the money in their bank accounts.
Ms. Duong Minh Chau - Head of the Social Insurance Communications Department of Hanoi City - affirmed: People do not have to pay any fees when requesting to reissue passwords, change VssID account information - Social Insurance number or requesting to reissue Social Insurance books, Social Insurance book leaflets, reissue Health Insurance cards...
In fact, when the officials make health insurance cards for people, they synchronize the citizen identification data for citizens, so there cannot be any incorrect information. Therefore, people should not trust any information over the phone from people claiming to be from the Social Insurance agency, do not provide personal information to the subject, and absolutely do not follow the subject's instructions to open links or transfer money for services.
When encountering problems with social insurance and health insurance policies, people need to directly contact the nearest local social insurance agency, look up information on official channels of Vietnam Social Insurance or call the switchboard of Vietnam Social Insurance for instructions.
