Hanoi Social Insurance replied:
According to Article 60 of Social Insurance Law No. 58/2014/QH13, people who go abroad to settle down are entitled to one-time social insurance benefits.
The components of the application for one-time social insurance benefits are specified in Article 109 of Social Insurance Law No. 58/2014/QH13 as follows:
1. Social insurance book.
2. Application for one-time social insurance benefit of employee.
3. For those who go abroad to settle, they must submit a copy of the certificate from the competent authority on the renunciation of Vietnamese nationality or a certified or notarized Vietnamese translation of one of the following documents:
a) Passport issued by foreign country;
b) Visa issued by a competent foreign authority confirming permission to enter for the reason of settling abroad;
c) Documents confirming the application for foreign nationality; confirmation documents or permanent residence cards or residence cards with a validity of 5 years or more issued by a competent foreign authority.
4. Copy of medical records in cases specified in Point c Clause 1 Article 60 and Point c Clause 1 Article 77 of this Law.
5. For employees specified in Article 65 and Clause 5, Article 77 of this Law, the application for one-time allowance shall be made in accordance with the provisions in Clause 2 and Clause 3 of this Article.
