These are grassroots trade unions (CDCS) at administrative agencies and public service units receiving 100% of their salaries from the State budget.
Accordingly, implement the policy of reorganizing the apparatus and administrative units according to Conclusion No. 157-KL/TW of the Politburo, Official Dispatch No. 4173/TLD-ToC dated May 28, 2025 of the Vietnam General Confederation of Labor and Official Dispatch No. 1116/LDLD dated May 30, 2025 of the Quang Ninh Provincial Federation of Labor.
The Standing Committee of Mong Cai City Labor Federation decided to dissolve the organization and end the activities of the Executive Committee, the Standing Committee (if any), and the Inspection Committee (if any) at the grassroots trade unions from June 11, 2025.
The subjects of dissolvement are public service units with a self-guarantee for regular expenditure of less than 10% as prescribed in Article 10 of Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government and public service units without a career revenue source.
In Mong Cai city, there are a total of 73 dissolved grassroots unions, with more than 2,000 union members. Of which, the education sector alone accounts for 46 grassroots unions.
The Executive Board of the dissolved Trade Unions is responsible for handing over all seals, union finances, accounting documents, accounting books and related documents to the Quang Ninh Provincial Federation of Labor in accordance with regulations.
