Innovation to better protect workers
Ms. Phan Thi Thuy Linh, President of the Da Nang City Labor Federation, said: the 2023-2025 term of the Trade Union organization in Da Nang - Quang Nam (old) took place in a very special context.
This is the stage of implementing the Resolution of the 13th National Party Congress, promoting the arrangement of administrative units, streamlining the apparatus, and at the same time, the two localities of Da Nang and Quang Nam are gradually preparing for the new model after the merger.
In that context, the requirement for the Trade Union is not only to complete the targets set by the Congress, but also to reorganize itself, adapt to the new organizational model, not leaving gaps in protecting workers.
Determining that representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers is a central task, trade unions at all levels have proactively innovated methods of participating in policy and law making.
The trade union does not stand outside but directly advises the National Assembly Delegation, People's Council, Party committees, and authorities to organize dialogues and contacts with voters who are workers, bringing the workers' voice to the right place.
The specific results clearly reflected that mark: to date, 86.9% of units and enterprises with trade unions have signed collective labor agreements, of which 37% of agreements are rated from type B or higher - meaning there are many provisions that are more beneficial to employees than the law.
Every year, 100% of state agencies and public service units organize conferences for cadres, civil servants and public employees; 55% of enterprises organize conferences for workers, 80% of units organize dialogues at the workplace.
These figures are not only the rate of target completion, but show that grassroots democracy and the voice of workers are better guaranteed.
Stay strong in the new model
Legal consulting and legal support activities also go into depth. Trade unions at all levels have joined the government in resolving policies for 104 union members and workers; providing legal advice to over 10,000 people.
Regarding caring for life, a series of social security programs such as "Tet Sum Vay", "Union Tet Market", "Union Shelter", "Workers' Market", "Union Bus trip", "Union Meal", "Thank You Workers" ... have become unique brands of the Trade Union organization, contributing to helping workers and laborers ease difficulties in the context of escalating prices.
Funds and capital sources such as the Fund for Supporting Capital for Poor Workers and Civil Servants, and entrusted capital sources have been effectively implemented, helping union members access official loans, limiting the fall into "black credit".
According to Ms. Phan Thi Thuy Linh, after the arrangement and streamlining, the Da Nang City Labor Federation has just been reorganized with 2 professional departments, 2 public service units and 1 economic unit; 38 positions, 9 contracts according to Decree 111. Along with that is the grassroots trade union system being reorganized, ensuring smoothness in boundary conditions, a new governance model.
Despite the streamlined apparatus, the work of developing union members and establishing grassroots unions is still being promoted. From 2023 to present, trade unions at all levels have admitted more than 100,000 new union members, establishing 448 grassroots unions.
The rate of grassroots trade unions in the non-state sector that have completed their tasks well or better will reach about 65%. This is an important resource for the Trade Union to better perform its representative function in the context of strong labor shift.
Along with that, the work of training and fostering cadres was focused on, nearly 56,200 union cadres were trained and fostered in theory, skills and expertise. Social supervision and criticism activities have been systematically implemented with 518 supervisions and 40 criticism conferences, contributing to perfecting policies and ensuring the rights of workers.
From the foundation of those results, the Da Nang Trade Union enters the 2025-2030 term with greater responsibility: continuing to be a reliable bridge between the Party, government and the working class; a solid support for union members in the new development era of the city.
