On the afternoon of December 6, the Government Office held a regular Government press conference in November 2025.
At the press conference, Permanent Deputy Minister of Health Vu Manh Ha shared information related to the decision to revoke all cosmetic product declaration forms and suspend the circulation of MK Skincare Company's products distributed by Mrs. Phan Thi Mai's husband (Mailisa).
"The Ministry of Health issued a decision to suspend circulation and recall all cosmetic products announced by MK Skincare Company on the grounds that this company could not present product information documents (PIF)", said the Deputy Minister.
To prevent e-commerce platforms and social networking sites from continuing to sell products that have been revoked or suspended from circulation, the Ministry of Health coordinates with units of the Ministry of Industry and Trade, the Ministry of Culture, Sports and Tourism to request stopping trading, advertising, and posting related content.

Regarding the issue of whether there are loopholes in the management and post-inspection of cosmetics, Deputy Minister Vu Manh Ha said that cosmetic management is based on the mechanism of "entities announce products - competent authorities inspect after inspection".
Accordingly, enterprises notify State agencies about putting products on the market and must be responsible for the declaration content, safety, efficiency and quality of the products.
The competent authority checks the compliance of enterprises after the announcement according to the principle of risk management ( probability testing), prioritizing the inspection of enterprises and products with high risks.
"This mechanism is similar to the cosmetic management regulations of the EU and many developed countries. This mechanism integrates internationally, creating conditions for businesses to comply, do business honestly, and soon bring quality products to serve people", Mr. Vu Manh Ha affirmed.
Regarding the specialized inspection and examination of cosmetics, Mr. Vu Manh Ha stated that it is not only carried out by the Ministry of Health but also by the participation of the Ministry of Industry and Trade, the Ministry of Finance, the National Steering Committee 389... and the People's Committees of provinces and cities.
In which, the Ministry of Health is the agency for concluded cosmetic quality nationwide; Market Management force supervising business activities; Customs management of customs clearance and import and export; Provincial and municipal People's Committees manage the operations of production and business establishments in the area.
Deputy Minister Vu Manh Ha said that the Ministry of Health is advising the Government to soon issue a Decree regulating the management of cosmetics; amending and supplementing Decree 117/2020 in the direction of increasing sanctions, ensuring deterrence for the production and trading of counterfeit cosmetics.
The Ministry of Health will also build a national cosmetic data system to serve traceability; strengthen the inter-Ministry and industry coordination mechanism in the fight against smuggling, trade fraud and counterfeit cosmetics; tighten business management and cosmetic advertising on e-commerce platforms and social networks.
Previously, on November 21, the Department of Investigation Police on Corruption, Economic Crimes, and Smuggling (C03, Ministry of Public Security) initiated a "smuggling" case that occurred at MK Skincare Company and related units and localities.
The police agency also prosecuted and arrested Phan Thi Mai - Director of Mailisa Beauty salon Company Limited, Hoang Kim Khanh (Mai's husband) and 6 others for the crime of Smuggling.
During the investigation, the authorities seized 3 billion VND, 400,000 USD, 300 SJC gold bars, 100 land use right certificates (red books). In addition, Mai and Khanh voluntarily paid 300 billion VND to remedy the consequences, handed over 12 supercar registration certificates and many other valuable assets for investigation.
