From July 1, 2025, the three provinces of Hoa Binh, Vinh Phuc and Phu Tho will officially merge and consolidate into Phu Tho province according to the Resolution of the National Assembly.
The merger does not change the regulations on regional minimum wages currently applied in the old areas. Therefore, the new Phu Tho province will apply the regional minimum wage in 2025 according to Decree 74/2024/ND-CP as follows:
Minimum salary in Phu Tho province (after merger)
According to regulations, the 2025 minimum wage is divided into 4 regions, specifically:
Region I: VND 4,960,000/month or VND 23,800/hour
Region II: VND 4,410,000/month or VND 21,200/hour
Region III: VND 3,860,000/month or VND 18,600/hour
Region IV: VND 3,450,000/month or VND 16,600/hour
After the merger, the localities in the new Phu Tho province will apply the following minimum wage:
Region II (VND 4,410,000/month, % 21,200/hour)
Hoa Binh City (former Hoa Binh Province)
Luong Son District (old Hoa Binh)
Viet Tri city and some wards and communes such as Nong Trang, Thanh Mieu, Van Phu, Hy Cuong, Yen Lac, Te Lo, Lien Chau, Tam Hong, Nguyet Duc, Binh Nguyen... (old Phu Tho)
Vinh Yen, Phuc Yen, Xuan Hoa cities and communes and wards such as Binh Xuyen, Binh Tuyen, Luong Son, Cao Duong, Lien Son, Thinh Minh... (old Vinh Phuc)
Region III (VND 3,860,000/month, % 18,600/hour)
The remaining districts of the old Phu Tho province such as Lam Thao, Phu Ninh, Thanh Ba, Tam Nong, Tam Son, Phu Tho (city), Hien Quan, Quang Yen, Lien Minh...
The remaining districts of the old Vinh Phuc such as Song Lo, Tam Dao, Lap Thach, Vinh Tuong, Tam Duong, Hoang An...
Other areas of the old Hoa Binh are not in Zone II.
Region IV (VND 3,450,000/month, € 16,600/hour)
The remaining communes and wards in the new Phu Tho province are not in regions II or III.
Salary payment regulations
Enterprises are paid in cash or transferred to banks.
The salary payment period must comply with the labor contract or collective labor agreement.
Employers are not allowed to be late in salary compared to the agreed term.
The merger of three provinces into one province does not change the minimum wage rights of workers. Enterprises must still ensure that they pay at least equal to the minimum wage of the corresponding region where the employee works.
