The Ministry of Home Affairs has issued Circular No. 10/2025 guiding the functions, tasks, and powers of the Department of Home Affairs under the People's Committees of provinces and centrally run cities and the internal affairs of specialized departments under the People's Committees of communes, wards, and special zones under provinces and centrally run cities. This Circular takes effect from July 1, 2025.
The Ministry of Home Affairs said that the Department of Culture and Society advises and helps the People's Committees at the commune level to perform the function of state management in various fields, including the field of internal affairs including: Administrative organization, state affairs; local government, administrative unit boundaries; cadres, civil servants, public employees and public employees; administrative reform; associations, social funds, charity funds, non-governmental organizations; emulation and rewards; documents, state archives; youth; labor, wages; employment; social insurance; occupational safety and hygiene; meritorious people; gender equality.
The Department of Culture and Society has 31 tasks and powers clearly stated in the Circular.
Regarding the field of labor and salary, the Department has the following tasks and powers: Receiving registration of labor regulations in cases where it is authorized by a specialized agency on internal affairs under the Provincial People's Committee according to the provisions of law;
Guiding the implementation of legal regulations on salary regimes in the production and business sector;
Implement propaganda and dissemination of legal regulations on domestic domestic domestic helpers; manage, inspect and supervise the implementation of regulations on domestic domestic domestic helpers in the area;
Guiding, supporting and organizing the implementation of labor law regulations on the organization and operation of labor organizations at enterprises.
The Department of Culture and Social Affairs is also responsible for submitting to the People's Committee at the commune level the Draft Resolution of the People's Council at the commune level, the draft decision of the People's Committee at the commune level related to the sectors and fields under the management of the Department and other documents as assigned by the People's Committee at the commune level;
Draft development plan for sectors and fields; programs and measures to organize the implementation of tasks of sectors and fields at the commune level under the management of the Department;
The draft decision specifically stipulates the functions, tasks, powers and organizational structure of the Department and public service units under the People's Committee at the commune level according to the provisions of law and the provisions of the People's Committee at the provincial level.
The Department also has the task of submitting to the Chairman of the People's Committee at the commune level a decision to appoint personnel under the authority of the Chairman of the People's Committee at the commune level according to the provisions of the Party and the provisions of law.
Organize the implementation of legal documents, plans and plans after approval; inform, propagate, disseminate and educate the law on areas under assigned management; monitor law enforcement.
This Circular replaces Circular No. 05/2021/TT-BNV dated August 12, 2021 of the Minister of Home Affairs and Circular No. 11/2021/TT-BLDTBXH dated September 30, 2021 of the Minister of Labor, War Invalids and Social Affairs.
