Period before 1.7.2025
Decree 76/2024/ND-CP amended and supplemented Clauses 2 and 3, Article 4, regulating the social assistance standard level in Decree 20/2021/ND-CP.
Accordingly, the standard social assistance level applied from July 1, 2024 is VND 500,000/month.
When the monthly social allowance standard increases to 500,000 VND/month, the monthly social allowance level will also change as follows:
Social benefit level = Social assistance standard level (500 thousand VND) x Coefficient.
Clause 5, Article 5 of Decree 20/2021/ND-CP stipulates that elderly people in one of the following cases are entitled to monthly social allowance:
Elderly people who are poor households and have no one with the obligation and right to support them, or have someone with the obligation and right to support them but this person is receiving monthly social allowance;
Elderly people from 75 to 80 years old, poor households, near-poor households not subject to the provisions in Point a of this Clause, living in communes and villages in ethnic minority and mountainous areas with special difficulties;
People aged 80 years or older who are not subject to the provisions of Point a of this Clause and do not have a pension, monthly social insurance allowance, or monthly social allowance;
Elderly people who are poor, have no one with the obligation and right to support them, do not have the conditions to live in the community, are eligible to be admitted to a social assistance facility but have someone to raise and care for them in the community.
The monthly social allowance for the elderly before 1.7.2025 will be as follows:
From 1.7.2025 onwards
From July 1, the basic support policy for the elderly will remain the same. However, the group of elderly people receiving monthly allowances will be expanded to 2 more groups according to the provisions of the Law on Social Insurance 2024 (effective from July 1, 2025). This allowance is a social pension allowance.
This group is 75 years old or older; does not receive monthly pension or social insurance benefits and has a written request to receive social retirement benefits.
Next, the group from 70 years old to under 75 years old belonging to poor households, near-poor households; not receiving monthly pension or social insurance benefits and have a written request to receive social retirement benefits.
The Ministry of Labor, War Invalids and Social Affairs has also submitted a draft Decree detailing and guiding the implementation of a number of articles of the Law on Social Insurance on social retirement benefits.
Accordingly, the monthly social pension allowance proposed in the draft is 500,000 VND/month.
