Strongly focusing on grassroots levels, taking care of union members and workers
On June 26, 2025, the Vietnam General Confederation of Labor issued Decision No. 3690/QD-TLD on the establishment of the Tuyen Quang Provincial Labor Federation. Accordingly, the Tuyen Quang Provincial Labor Federation was established on the basis of merging the Tuyen Quang Provincial Labor Federation and the Ha Giang Provincial Labor Federation.
In the new situation, the Tuyen Quang Provincial Labor Federation identifies key tasks, stabilizing the organization and apparatus of the Trade Union organization from the province to the grassroots level; ensuring the legitimate and lawful rights and interests of union members and workers; improving the operational capacity of trade union officials.
Currently, Tuyen Quang province has 34,145 union members and workers. The number of union members in the state sector has decreased due to the implementation of the Project on dissolution and termination of operations of trade unions of agencies and units receiving 100% salaries from the state budget.
In the past 3 years, in Tuyen Quang, 26 collective labor agreements (CLAs) have been newly negotiated, signed and implemented, raising the rate of enterprises signing CLAs to over 95%. The quality of CLAs has been improved, especially in terms of allowances, visits, ensuring employment, meals and occupational safety and health.
Grassroots trade unions proactively coordinate with employers to organize 534 periodic dialogues at the workplace, of which 45 grassroots trade unions proposed and negotiated to adjust the meal allowance for workers. Through dialogue, many problems of workers were resolved promptly, and the role of trade union organizations in labor relations became increasingly clear.
The work of inspection, examination, and supervision of the implementation of policies and regimes of employees continues to be strengthened. Through this, violations in the implementation of labor law have been detected, and at the same time, businesses have been guided and helped to overcome existing problems and violations, requiring businesses to pay social insurance debts, ensuring the rights of union members and employees.
Trade union levels have visited and supported more than 128,000 union members and workers in difficult circumstances, who have suffered labor accidents, affected by natural disasters, storms, floods, and risks with a total amount of 33.9 billion VND. Activities to care for workers during holidays and Tet have been implemented practically and effectively with more than 60,000 meals for union members and workers worth over 42 billion VND.
In particular, the "Trade Union Shelter" housing support program has been widely implemented among union members and workers. In the past 3 years, trade union levels throughout the province have participated in supporting union members' families, poor households, and near-poor households to build and repair houses with 12,997 working days. Tuyen Quang Provincial Labor Federation supported building and repairing houses for 203 union members and workers in difficult housing circumstances with a total cost of 7.03 billion VND.
With the motto "Where there are workers, there are trade union organizations", trade unions at all levels have organized propaganda, mobilization, and guidance on developing union members, establishing grassroots trade unions and continuing to innovate in terms of content and methods of operation associated with reality at the grassroots level. In the period 2023 - 2025 alone, 61 grassroots trade unions have been established, and 11,984 new union members have been admitted.
Continue to innovate streamlined and effective operating methods
Mr. Trieu Tai Phong - Chairman of Tuyen Quang Provincial Labor Federation said that under the comprehensive leadership of the Provincial Party Committee Standing Committee, the close direction of the Presidium of the Vietnam General Confederation of Labor, Trade Unions at all levels in the province have well performed the function of representing and protecting the legitimate and lawful rights and interests of union members and workers.
The work of developing union members and building trade union organizations has been concerned and achieved many positive results. Trade union levels actively participate in building a clean and strong Party and government. The whole province has completed 17/17 groups of targets set out by the 17th Provincial Trade Union Congress Resolution, making important contributions to the socio-economic development achievements and ensuring national defense and security of the province.
In the new period, the Trade Union activities of Tuyen Quang province face many new opportunities and challenges when implementing the two-level organization model. The streamlining of the apparatus poses the requirement to strongly innovate leadership and direction methods; strengthen the application of information technology, promote digital transformation in management, administration and propaganda," Mr. Trieu Tai Phong said.
According to leaders of Tuyen Quang Provincial Labor Federation, Trade Unions at all levels need to focus on consolidating and strengthening the organization, improving the quality of the contingent of cadres, promoting the spirit of solidarity, creativity, innovation, responsibility, and joining hands to build an increasingly strong Trade Union organization, contributing to the successful implementation of the Resolution of the 1st Provincial Party Congress, bringing Tuyen Quang province to develop quickly, sustainably, and comprehensively in the Northern mountainous region.
The streamlining of the Trade Union organization's apparatus when implementing the two-level organization model at the local level raises the requirement to strongly innovate leadership and direction methods, strengthen the application of information technology, and promote digital transformation in management, administration and propaganda.
In that context, the Trade Union of Tuyen Quang province determined to focus on improving the quality and practical capacity of trade union officials at all levels, innovating the content and methods of operation in a practical and effective direction, suitable to the specific characteristics of each field and labor group.
The work of developing union members and establishing grassroots trade unions is a key and consistent task affirming the development of the Trade Union organization. At the same time, building trade union activities in a professional, effective direction, adapting to the new organizational model, affirming the role of representing, protecting, and being a reliable support for union members and workers, contributing to building a comprehensively strong Trade Union organization.
