On the morning of March 31, the Vietnam General Confederation of Labor held a conference to summarize 10 years of implementing Resolution 06b/NQ-TLD dated August 3, 2015 of the 11th General Confederation Executive Committee and 5 years of implementing Conclusion No. 01/KL-BCH dated March 15, 2021 of the 12th General Confederation Executive Committee on improving the quality and efficiency of the activities of the Trade Union Inspection Committee.
The conference was attended by Mr. Nguyen Dinh Khang - Member of the Party Central Committee, Party Committee Secretary, President of the Vietnam General Confederation of Labor and Vice Presidents: Huynh Thanh Xuan, Nguyen Xuan Hung, Phan Van Anh.
In his opening speech, Mr. Nguyen Dinh Khang said that the content of the draft report closely follows the tasks and solutions identified in Resolution 6b and Conclusion No. 01; clearly assess the achieved results, difficulties, problems, shortcomings, limitations and causes; identify lessons learned; clearly assess the current context and forecast the domestic and international situation affecting trade union organizations in the coming time; propose solutions to continue improving the quality and effectiveness of inspection and supervision work of trade union organizations in the next phase.
The conference was held to listen to comments to complete the overall picture of the development from quantity to quality of trade union inspection committees at all levels throughout the journey since Resolution 6b was issued. From there, suggest and propose effective and practical directions for the inspection and supervision of the Trade Union organization in the coming time.
The President of the Vietnam General Confederation of Labor suggested that delegates attending the conference focus on studying documents, speaking, exchanging frankly and democratically, contributing profound and quality opinions to complete the draft report, focusing on some key orientation contents as follows:
Firstly, the results achieved in the work of inspection, supervision and inspection of trade unions at all levels in the process of organizing the implementation of the targets set out in Resolution 6b; evaluate the level and effectiveness of implementation for each specific target group.
Second, the advantages and difficulties of trade unions at all levels in implementing the targets of Resolution 6b; point out objective and subjective causes and propose solutions for implementation in the next phase to suit the actual situation in each industry and locality.
Third, is the current structure of members concurrently holding the inspection committee suitable and effective? Propose a model or plan to restructure the system of trade union inspection committees to ensure efficiency and effectiveness in the coming time.

Fourth, the inspection work at the same level at grassroots trade unions and at the grassroots level in recent years has been still formal and ineffective; Proposing solutions for financial inspection of direct superiority at the grassroots level, grassroots trade unions to ensure quality and efficiency, strengthening inspection by the superior trade union at the lower level, combined with conducting independent audits for grassroots trade unions of non-state enterprises with a large number of workers.
Fifth, the system of documents regulating and guiding the inspection and supervision work of the Trade Union organization has been developed to ensure whether it is suitable for implementation in the coming time or not, and it is necessary to amend and supplement a number of specific contents.
Sixth, analyze and propose the continued implementation of Resolution 06b or the need to issue a directive document in accordance with reality in the context of the current arrangement and streamlining of the apparatus.
