From care to development
Speaking at the Conference to thoroughly implement Directive No. 58-CT/TW recently organized by the Vietnam General Confederation of Labor, Mr. Nguyen Anh Tuan - Member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Chairman of the Vietnam General Confederation of Labor affirmed that in 2025, the Trade Union organization will continue to implement many important tasks, including advising the Secretariat to issue Directive No. 58 - an important milestone in thinking about caring for workers.
The President of the Vietnam General Confederation of Labor emphasized that this is a very important Directive, marking a new step forward in thinking about caring for workers and the working class. Previously, we only put the issue of care as the main one, while propaganda and political, ideological, and legal education were additional measures. Now these two tasks are placed in parallel.
Accordingly, caring for life must go hand in hand with promoting the role, raising awareness so that workers have an industrial style, labor discipline, political awareness and increasingly better understanding of the law. This not only contributes to building harmonious labor relations but also improves labor productivity, business operation efficiency and contributes to the overall development of the economy.
Notably, the head of the Vietnam General Confederation of Labor requested to identify political, ideological, and legal education for workers as a task of the entire political system, in which the Vietnam Trade Union plays a core role.
From grassroots practice, Mr. Phan Thanh Hai - Head of Office of General Director, Risk Management Department, Chairman of the Trade Union of Meiko Electronics Vietnam Co., Ltd. said he completely agreed with the above view.

The company has about 6,325 employees, of which trade union members account for 90%. According to him, in the current context, improving political, ideological and legal understanding is no longer a secondary task but has become a fundamental and decisive factor.
Reality shows that workers today work in a modern industrial environment, strongly affected by digital transformation and international integration. If they lack legal knowledge, workers are easily infringed upon their rights or unintentionally violate discipline. If they lack political and ideological foundation, they are easily affected by false and negative information on social networks.
Therefore, raising awareness not only helps workers protect themselves but also contributes to stabilizing labor relations, limiting disputes, spontaneous strikes, building industrial style, labor discipline, and forming political bravery and social responsibility.
This is the "soft foundation" to build a modern worker team, not only skilled in the profession but also firm in awareness" - Mr. Hai emphasized.
At Meiko Electronics Vietnam Co., Ltd., propaganda work is identified in a practical, easy-to-understand, and close-to-people direction. Grassroots trade unions have synchronously implemented many solutions.
First of all, it is to innovate the form of propaganda. Short legal communication sessions are organized right at the workshop, helping workers easily access. In parallel, the unit takes advantage of videos, infographics, electronic bulletin boards, and internal social networks to spread information. "Labor law question-and-answer" documents are compiled simply and easy to understand.
Along with that, propaganda content is integrated into Trade Union activities such as "Workers' Month", "Vietnam Law Day", and competitions to learn about laws and labor safety.
In particular, direct counseling and support activities are maintained regularly. Trade union legal counseling groups support workers when there are problems related to labor contracts, social insurance, regimes, and policies.
In addition, the Trade Union also coordinates with businesses to organize training on internal regulations and labor discipline, and incorporate legal content into the integration program for new workers.
Thanks to that, the awareness of workers has been clearly raised: awareness of complying with regulations is better, violations of discipline are reduced, and workers proactively learn about their rights and obligations.
Bringing the law closer to workers
From the perspective of workers, Mr. Dang Van Hau - a worker at a garment enterprise in Ninh Binh said that each year the company and the Executive Committee of the Trade Union organize 1-2 legal propaganda sessions. The content focuses on fire prevention and fighting, Labor Law, social insurance and identifying false arguments online.
Through propaganda sessions, we understand more clearly the acts of sabotage in cyberspace as well as our own rights" - Mr. Hau shared.
He said that he never believes or shares false information, and even proactively reports to the platform and functional agencies when toxic content is detected.
Not only stopping at propaganda sessions, Mr. Hau also proactively uses AI and the internet to learn information about the Labor Law, the Social Insurance Law and the Trade Union organization. He always carefully screens and combines many reputable sources to ensure accuracy.
Meanwhile, Mr. Tran Van Nam - a breathing worker at another garment enterprise in Ninh Binh said that right from the time of signing the official contract, workers have been fully informed about legal regulations.
Thanks to that, he clearly understands his rights and responsibilities in his work. The resignation and compliance with regulations are all implemented in accordance with regulations to ensure his rights.
Recently, the company coordinated with the social insurance agency to organize the contest "Understanding policies and laws on social insurance and health insurance in 2026". According to Mr. Nam, the contest brings many practical knowledge, helping workers understand the contribution level, conditions for enjoyment and related benefits.
It can be affirmed that in the current period, building the working class must not only stop at skills but must aim for the model of workers with knowledge, discipline, political bravery and legal understanding. This is the foundation for businesses to develop sustainably and the country to move steadily in the integration period.
Mr. Phan Thanh Hai proposed 3 major groups of solutions to effectively implement Directive 58
First, strongly innovate content and methods of propaganda in the direction of interaction, chatbot legal Q&A, short videos. The goal is for workers to "want to listen - understand easily - remember for a long time".
Second, link propaganda with practical benefits such as salaries, bonuses, insurance, and labor safety. When they see direct involvement, workers will actively approach.
Third, harmoniously combine "care" and "promotion", in which care for welfare and life goes hand in hand with raising discipline, industrial style and political and legal awareness.
