Early allocation and timely support to the subjects
The program was attended by Mr. Dao Minh Tu - Permanent Deputy Governor of the State Bank of Vietnam, Chairman of the Vietnam Banking Trade Union and Ms. Nguyen Khanh Chi - Permanent Vice President of the Vietnam Banking Trade Union.
Speaking at the program, Permanent Deputy Governor of the State Bank of Vietnam Dao Minh Tu said: In recent years, the banking sector has always accompanied the entire political system in social security programs, especially in the work of eliminating temporary and dilapidated houses for the poor and people with difficult housing circumstances.
Responding to the peak period of "The whole country joins hands to eliminate temporary and dilapidated houses" under the direction of the Prime Minister, the banking industry has launched an emulation movement "Joining hands to eliminate 1,000 temporary and dilapidated houses" nationwide. To date, the banking industry has mobilized 82 billion VND, equivalent to 1,366 newly built houses, exceeding the original target by 36.6%.
Lao Cai province is one of the localities that received support this time, with a budget of 5 billion VND drawn from the contribution of one day's salary of all cadres, civil servants, public employees and workers in the banking industry...
The timely and practical support of the banking sector is of great significance, helping Lao Cai have more support resources to continue to successfully implement the program, said Ms. Vu Thi Hien Hanh, Vice Chairman of Lao Cai Provincial People's Committee.
Leaders of Phu Tho and Tuyen Quang provinces also shared that with the donated funds, the locality will use them for the right purposes, soon allocate and provide timely support to beneficiaries of the Program to support the elimination of temporary and dilapidated houses in the area.
Many good and creative ways
According to statistics from the Ministry of Ethnic Minorities and Religions, the whole country has eliminated 334,234 temporary houses, dilapidated houses, and houses without collateral. Many localities have proactively and creatively mobilized support resources higher than the general support level according to the Central Government's regulations. About 60% of supported households have mobilized resources to build and repair higher than the general support level of the program.
In Lao Cai province, in addition to economic resources from the State budget, socialization has been mobilized from people and businesses to promote cultural traditions, the spirit of solidarity, mutual love, and the spirit of compatriots in eliminating temporary and dilapidated houses.
"The problem of residential land is a story that the Prime Minister has mentioned many times, we have tried every way to overcome it. The People's Council has issued a policy to support land map measurement fees for households; issue red books to people with the orientation of building houses, and issuing red covers. The Ministry of Construction has highly appreciated this approach, cited Lao Cai provinces leaders.
In addition, despite many difficulties, Lao Cai province has allocated 160 billion VND to the provincial Social Policy Bank to lend for house building (maximum 50 million VND/household, not including interest, maximum period of 5 years) to support additional resources for households to build houses.
The creativity in the way of mobilizing resources to eliminate temporary houses in Lao Cai province has helped tens of thousands of households have stable, safe, solid houses, able to withstand natural disasters, realizing the dream of "settling down, making a living".
In many remote and inaccessible areas, material transportation roads have been opened by the people, helping to reduce costs while still ensuring quality. The establishment of exchange teams to overcome the shortage of human resources also showed clear effectiveness, contributing to speeding up the program's progress.
In particular, the work of reviewing and approving the list of supported households has been carried out publicly and transparently from villages and hamlets, under the supervision of the Fatherland Front Committee and mass organizations. This contributes to strengthening people's trust, ensuring fairness and creating high consensus.
