Recently, many readers have been interested in the issue of health insurance contribution.
For example, a reader named N.T. T said that he is a student with permanent residence in a revolutionary zone safe commune in Ho Chi Minh City but registered for temporary residence in another ward.
According to legal documents on health insurance and regulations in Decision No. 2787/QD-UBND dated November 18, 2025 of the Ho Chi Minh City People's Committee, this commune was recognized as a safe commune in the revolutionary zone during the resistance war against France and the US, and information has been updated in the National Population Database and the Residence Database, permanent residents will be able to participate in group health insurance paid by the state budget.

In case I still have permanent residence registration in a revolutionary safe zone commune during the resistance war against France or the US, but am currently temporarily residing in another ward (not a safe zone commune), am I entitled to health insurance benefits paid by the State budget?", asked Ms. N.T. T.
Regarding this question, Ho Chi Minh City Social Insurance said that Clause 2, Article 5 of Decree No. 188/2025/ND-CP stipulates: "People in revolutionary zone safe communes during the resistance war against France or against the US who are currently permanently residing in revolutionary zone safe communes during the resistance war against France or against the US have been updated information in the National Population Database, the Residence Database participating in group health insurance contributed by the state budget as prescribed in Clause 3, Article 12 of the Health Insurance Law.
Clause 8, Article 5 of Decree No. 188/2025/ND-CP stipulates: "If the subjects specified in Clauses 1, 2, 3, 4, 5, 6 and 7 of this Article simultaneously belong to many different health insurance participants according to the groups of subjects specified in Article 12 of the Law on Health Insurance, then participate in health insurance according to the principles specified in Point a, Clause 5, Article 13 of the Law on Health Insurance".

In comparison with the above regulations, students belonging to the group supported by the state budget at the contribution level specified in Clause 4, Article 12 of the Law amending and supplementing a number of articles of the 2024 Law on Health Insurance (effective from July 1, 2025), who are also people currently residing in revolutionary safe zones during the resistance war against France or against the US (according to the provisions of Clause 2, Article 5 of Decree No. 188/2025/ND-CP) participate in health insurance in groups contributed by the state budget specified in Clause 3, Article 12 of the Law on Health Insurance", Ho Chi Minh City Social Insurance said.
