The decision clearly states that Song Lieu commune, now Song Lieu ward, Bac Ninh province, is recognized as a Safe Zone commune during the anti-French resistance war.
The People's Committee of Song Lieu ward is responsible for widely announcing this Decision before the Party Committee, Government and People; at the same time, Song Lieu ward enjoys preferential regimes and policies according to current regulations of the State.
Heads of departments, boards, and branches under the Provincial People's Committee; Provincial Military Command, Provincial Police; Provincial Social Insurance; relevant agencies and units and Song Lieu Ward People's Committee shall base the Decision on implementation.
Song Lieu Ward People's Committee said that the ward being recognized as a Safe Zone commune during the anti-French resistance war is an event of particularly profound political and historical significance, a great honor and pride of the Party Committee, government and people of the ward.
During the years of the arduous resistance war against the French colonialists, Song Lieu was a strategically important area, a place to shelter and protect the safety of agencies, cadres, and revolutionary forces operating secretly.

According to Decision No. 897/QD-TTg of the Prime Minister, the Safe Zone commune must have 3 out of 5 criteria such as being directed by Party committees from the Regional Party Committee, Military Region Party Committee or higher to build Safe Revolutionary Zones (places with conditions in terms of terrain, terrain, politics, military, socio-economics, population and ensuring safety for Party revolutionary leadership activities during the anti-French and anti-American resistance wars), residence (raising, hiding, keeping secret), working and leading and directing activities to build revolutionary movements during the anti-French and anti-American resistance wars of cadres of the Party, State, Vietnam Fatherland Front and socio-political organizations from the Regional and Military Region levels or higher...
According to Decree No. 75/2023/ND-CP, people in An Thon khu commune are issued health insurance cards by the State and the benefit level is 100%.
