The Ministry of Home Affairs officially issued Circular No. 11/2025/TT-BNV dated June 30, 2025, detailing a number of articles of the Law on Social Insurance (SI) 2024 on voluntarySI.
Circular 11/2025/TT-BNV provides important guidelines to facilitate and make it more transparent in participating in and enjoying voluntary social insurance regimes, specifically as follows:
Subjects and scope of application: Circular applies to agencies, organizations and individuals related to the implementation of voluntary social insurance, including participants and beneficiaries of social insurance regimes.
method and payment level: Circular detailing the methods of voluntary social insurance payment, allowing participants to flexibly choose to pay monthly, 3-month, 6-month, 12-month or pay once for many years later, as well as pay once for the remaining period to be eligible for pension. Income as a basis for voluntary social insurance contributions is also clearly regulated.
State budget support: Subjects participating in voluntary social insurance will continue to receive support from the state budget. The specific support level is stipulated as 50% for poor households or ethnic minorities living in areas with particularly difficult socio-economic conditions; 40% for near-poor households; and 20% for other subjects. The maximum support period is 10 years (120 months).
Pension and one-time social insurance regime: Circular detailing the conditions and times for voluntary social insurance participants to receive pensions or one-time social insurance.
Handling special cases: Specific instructions on adjusting income for social insurance contributions, as well as pension and death benefits for people with both compulsory social insurance and voluntary social insurance contributions. The Circular also stipulates transition for voluntary social insurance participants before January 1, 2021.
Circular 11/2025/TT-BNV takes effect from July 1, 2025.
