Principles of supporting workers to work abroad under contracts

The principle of supporting workers to work abroad under contracts is based on Decision 34/2025/QD-TTg.

Article 9 of Decision 34/2025/QD-TTg stipulates the principles of supporting workers as follows:

- Employees are supported according to the provisions of Decision 34/2025/QD-TTg when making full contributions to the Fund. The time of application of support is calculated from the time the employee contributes to the Fund.

- Employees are supported once for each support content specified in Decision 34/2025/QD-TTg for 1 one contribution to the Fund.

- The contents specified in Articles 10, 11, 12, and 13 of Decision 34/2025/QD-TTg shall only apply to incidents arising during the period of employees working abroad under contracts.

- The support content from the Fund does not reduce, change or eliminate the rights and obligations of employees, obligations of employers, enterprises, or organizations sending workers according to the provisions of the Law on Vietnamese Workers to work abroad under contracts and other legal provisions.

Decision 34/2025/QD-TTg stipulates the establishment, organization, management and use of the Overseas Employment Support Fund; the contribution level to the Fund of enterprises and employees; the content of expenditure and the level of expenditure for the Fund's tasks as prescribed in Article 67 of the Law on Vietnamese Workers Working abroad under contracts.
