With that position and role, the Vietnam Education Union hopes that the draft Political Report of the 14th Vietnam Trade Union Congress will continue to be discussed, agreed upon and clarified by delegates with 3 important points.
First, to have a production force of sufficient stature to cope with the unpredictable fluctuations that the 4.0 industrial revolution will affect workers in the very near future, the tasks and solutions of the next term need to affirm the specific impacts of the trade union organization on the motivation to work, on the contribution environment of teachers and scientists working in scientific research institutions and educational institutions.
It is necessary to change the functional approach of caring for and protecting this team. Trade unions must deeply participate in the management, administration, control and self-responsibility of the unit; participate in building policies and regimes, creating opportunities for teachers and scientists to expand relationships, cooperation, and scientific exchange with domestic and foreign colleagues; participate in promoting scientific research closely linked to technology transfer...
For industry trade unions such as the Education Union, the effectiveness of trade union activities should be calculated by attracting how many union members with high qualifications, skills, and academic prestige to participate in trade union activities. What innovation activities do grassroots trade unions have to keep up with the needs of union members in the face of very rapid changes in society and profession.
Second, trade union activities aimed at workers in the next term must have a broader content. A specific example: The criteria for recognizing "Creative Labor" are not only aimed at direct labor but also must pay attention to the indirect labor force whose labor tool is thinking, breakthrough ideas, and inventions. They can contribute to macroeconomic changes in the technological foundation, in the production ecosystem, not simply an initiative in a small production stage to make a specific measurable profit," Dr. Nguyen Ngoc An proposed.
Third, in the 2026-2031 term, the major challenge posed to the Vietnam Trade Union organization is that schools and educational units receiving 100% salaries from the State budget do not have trade union organizations.
However, reality shows that the team of teachers and workers here still needs to be cared for and protected. That is the operation of democracy regulations at the unit; that is the policy and preferential treatment regime when the specific nature of labor in the education sector is always difficult to satisfy the efforts and intelligence of workers in the sector; that is the special pedagogical labor environment that cannot be without emulation movements to create motivation and inspiration for each class hour, for each educational and training situation with students...
In addition, the relationship of cooperation, sharing and joint development that the high-level labor force always considers necessary also needs to be concerned about.
“That cooperative and sharing relationship can only be achieved when there is a trade union organization participating in organizing and promoting it. The cooperative and sharing relationship in schools is also an environment to train students to become workers with these important qualities in the future. Therefore, there needs to be a clear direction in the next term: The Vietnam Education Union and the Labor Federations of provinces/cities must still pay attention and have solutions to support workers in schools when necessary,” Dr. Nguyen Ngoc An emphasized.
