Talking to reporters, Mr. Le Van Quyet - Chairman of the Trade Union of May 19 MTV Co., Ltd. (Department H08, Ministry of Public Security) said that the draft Political Report of the 14th Vietnam Trade Union Congress, term 2026–2031, has fairly comprehensively assessed all fields and issues.
However, Mr. Quyet proposed to supplement a more specific assessment of the role of trade union organizations in participating in implementing the Party's major policies on: National digital transformation; science and technology development; streamlining the apparatus; developing the private economy; ensuring social security for workers in the context of job fluctuations.
It is necessary to further emphasize the results of trade union activities in the armed forces, enterprises serving national defense and security, and state-owned enterprises playing a key role.
Regarding limitations and shortcomings, it is necessary to supplement a clearer assessment of the current situation of uneven quality of grassroots trade union activities; the situation of part-time trade union officials still faces many difficulties; the ability to apply digital technology of a part of trade union officials is still limited.

In addition, according to Mr. Quyet, it is possible to add comparative data from the beginning of the term to the end of the term to illustrate and increase persuasiveness.
Contributing opinions on the goals and targets for the 2026–2031 term, Mr. Le Van Quyet proposed to study and supplement a number of quantitative targets related to: The proportion of union members and workers accessing digital platforms and digital applications of the trade union organization; the proportion of grassroots trade unions deploying online dialogues and managing union members using digital data; targets for digital skills and new vocational skills training for workers; targets for social housing for workers in industrial parks.
It is necessary to consider the feasibility of the development target of increasing at least 3 million union members in the context that the new organizational model is continuing to be completed," Mr. Quyet said.
Contributing opinions on the task of representing and caring for workers, Mr. Le Van Quyet proposed to supplement the content: Trade unions participate in supporting workers to adapt to the impact of artificial intelligence, automation and labor structure transformation; have mechanisms to support workers who have lost their jobs and changed careers.
At the same time, it is necessary to further emphasize the task of mental health care; preventing psychological pressure in the industrial labor environment; building a cultural, humane, and safe working environment.
Regarding propaganda and education, Mr. Le Van Quyet proposed to add solutions: Building a digital communication ecosystem of the trade union organization; promoting the application of AI and big data in grasping public opinion and orienting information. It is necessary to emphasize the role of the Trade Union in building a "digital-era worker culture".
Regarding building trade union organizations, Mr. Le Van Quyet proposed to add more solutions to improve the quality of grassroots trade union officials in a professional direction, understanding laws, technology and dialogue skills; have policies to attract young officials, officials who have grown up from production practice; strengthen decentralization, empowerment associated with the responsibility of heads; need to clarify the trade union operating model after arranging the organizational structure to ensure unity, efficiency, and avoid duplication of tasks.
Regarding the emulation movement, it is proposed to study and launch more movements associated with new development requirements such as: "Digital workers - Creative labor"; "Each union member a digital transformation initiative"; "Green labor - sustainable production"... Thereby, contributing to the implementation of the green growth and green transformation goals of the country.
