In Bac Ninh, many foreign-invested enterprises are on the list of late-paying social insurance, according to Vietnam Social Insurance. However, workers said that they are still subject to regular monthly social insurance deductions, even though the enterprise does not fulfill its obligations to the insurance agency.

Talking to reporters, N.T.L, a worker at Texon Semiconductor technologies Company in Bac Ninh, shared: "A month, I pay about 600,000 VND in social insurance, the company deducts it from my salary. For many months now, I have not been able to check the information on the VSSID app because my documents have been lost."

Ms. H, an employee of Seojin Vina Company, said: "Every month the company deducts social insurance from my salary. Therefore, I have to check on VSSID software every month to track the social insurance payment process. Many colleagues did not check so they did not know the situation, until they needed to enjoy the regime and discovered that the company had not paid."

Not only is it difficult to track social insurance payment information, many workers also have problems when moving their workplace. Mr. L.K.G - who used to work at Seojin Auto Company Limited said that he currently has difficulty in closing his social insurance book.

After quitting his job at Seojin Company, Mr. G went to work at a number of other companies but was not allowed to close his social insurance book to continue paying. The reason is that his social insurance book does not record the social insurance payment period from April 2018 to September 2018 at Seojin Vina Company.

"When I started working as a worker, my social insurance was deducted every month. However, for some reason, I was not recognized at that time. I also don't know what to do to enjoy social insurance benefits" - Mr. G said.

Enterprises that owe social insurance are still recruiting workers

Present at Tien Son Industrial Park, the reporter noted that many foreign enterprises owe social insurance but are still reckless in recruiting workers with the promise of "paying the pillar": paying social insurance in full.

Seojin and Texon companies hang right outside the recruitment information office with an introduction: salaries at companies range from 9 million to 13 million VND, committed to paying social insurance in accordance with regulations.

Calling the phone numbers provided by these companies, the reporter also received a similar promise from the human resources department that the company would pay social insurance in full.

Many businesses are missing, evading social insurance payments, workers are left unemployed

Not only facing the loss of rights when businesses are late in paying social insurance and health insurance, many workers are left unemployed when foreign businesses "disappear".

Sun Vina Electronics Company Limited - a company listed on the list of billion-dong social insurance debts in Bac Ninh - is a typical example. According to the list of Bac Ninh Social Insurance, this company owes more than 2.1 billion VND with 100 months of social insurance.

Posing as someone who went to learn about the procedures for closing social insurance books for relatives, we were present at the location that used to be the company's headquarters in Tien Son Industrial Park (Bac Ninh).

There is no trace of the company here, the sign has been dismantled. We can only search for information about the business through the narration of security guards.

The security guards said the company had been in bankruptcy for a long time. The director is a foreigner and has been "untrustworthy" for many years. Occasionally, there are still old workers or family members coming to ask to claim their rights, but they all have to quietly return.

"There must be hundreds of workers with unpaid wages and social insurance. Now they cannot close their books, many people who have transferred to new companies cannot continue to pay insurance.

Sun Vina Company went bankrupt, leaving a large debt. The unit leasing the premises and the factory themselves could not ask for the money. Now they have fled, leaving a " scrap metal pile" in the factory that we are keeping. The damage to the lessor could be up to billions of dong" - the security guard, at the location where Sun Vina Company was headquartered, shared.

Not only Sun Vina, Han Technology Innovation Company Limited is in a similar situation. This enterprise is located on the 8th floor of HL Tower building, No. 6/82 Duy Tan street, Dich Vong Hau ward (Hanoi), with a legal representative of Korean nationality.

According to the list of Hanoi Social Insurance, as of May 2025, Han Technology Innovation Company Limited was late in paying VND300 million in social insurance, corresponding to 9 months of insurance debt.

However, when present at the company headquarters in June 2025, the reporter noted that the office building had been sealed. A receptionist at HL Tower said that for more than a month, no employee of this business has come to work. The company also did not leave any notice to the building management board. According to the reflection, it is very likely that the representative "with Korean nationality" has left Vietnam, leaving behind many unpaid debts, including social insurance.

The fact that the business is "missing" but has not fulfilled its social insurance obligations is currently a legal gap, causing difficulties in the process of resolving the rights of employees.

Mr. L.S.T - an employee of a company in Thanh Hoa - said that he has participated in social insurance since 2018. However, it is still not possible to determine exactly when the payment will be made to which month, because the former company director has fled the locality.

"Now I want to continue paying social insurance at my new job but I can't, because the personal social insurance code is hanging on the system and cannot be finalized because it is still related to debt. I asked the Thanh Hoa Provincial Social Insurance agency, they said that this case is currently stuck in legal regulations, and there is currently no way to handle it" - Mr. T. shared.

Mr. T. is not the only case of difficulties when old businesses go bankrupt or disappear. It can be seen that the situation of many foreign enterprises owing social insurance and health insurance is causing frustration in society. This situation requires drastic and appropriate solutions in the context of Vietnam's increasingly deep integration with the international community.

According to Hanoi Social Insurance, by May 2025, many enterprises with foreign representatives are late in paying social insurance with large sums of money, lasting for many months. Some typical cases include:

Durian Company Limited (located in Tan Phu My village, Vat Lai commune, Ba Vi district) owes nearly 7 billion VND in social insurance, corresponding to 34 months of late payment.

Media Tenor VN Company Limited (4th floor, building 2A, Dai Co Viet street, Hai Ba Trung district) owes more than 2.8 billion VND, late in payment for 108 months.

KONA Company Limited (Binh Minh Commune, Thanh Oai District) was 19 months late in paying, with a debt of nearly 1.1 billion VND.
