Many business owners are wondering and wondering about issues surrounding the compulsory social insurance (SI) payment under the new Law that is about to take effect.

When I was informed that from July 1, 2025, I had to participate in compulsory social insurance, I worried: "I have to pay many fees every month, now I don't know if I can afford to pay more social insurance? ".
Responding to readers' difficulties and problems, Mr. Nguyen Hong Cuong - Deputy Head of the Department of Revenue Management and Participant Development, Vietnam Social Insurance said that in the case of business owners registering to do business and paying taxes according to the declaration method, they are one of the new subjects participating in compulsory social insurance from July 1, 2025.
According to Mr. Cuong, within 30 days, business owners must prepare a declaration and send it to the Social Insurance agency to register to participate in compulsory social insurance. The rate of compulsory social insurance payment includes: 3% of salary used as the basis for social insurance payment to the sickness and maternity fund; 22,2% of salary used as the basis for social insurance payment to the pension and death fund.

Regarding the base, according to Point d, Clause 1, Article 31 of the Law on Social Insurance 2024, the business household owner is selected as a salary as a basis for compulsory social insurance premium but the lowest is equal to the reference level and the highest is equal to 20 times the reference level at the time of payment.
Therefore, the monthly contribution rate for business owners participating in social insurance is 25% of their salary. Homeowners can choose to pay monthly, 3-month or 6-month depending on their needs. Currently, the minimum amount Ms. H must pay to the compulsory social insurance fund is 585,000 VND/month.
In addition, for 2 hired workers who are employees and have signed labor contracts with business owners for 1 month or more, they are subject to compulsory social insurance according to the provisions of the Law on Social Insurance 2006.
In case the employee has not signed a labor contract with the business owner, from July 1, 2025, Article 2 of the Law on Social Insurance 2024 stipulates: "A person working under an indefinite-term labor contract, a labor contract with a term of 01 month or more, including the employee and the employer agreeing under another name but with content showing the employment with payment, salary and management, operation and supervision of one party" are all subjects participating in compulsory social insurance and voluntary social insurance.
As an employer, the business owner must be responsible for paying compulsory social insurance to the employee. In case the business household pays social insurance with two employees, the business household owner will make a list of declarations and submit them to the social insurance agency.
Business owners will have 2 payment methods, employees only have one payment method: through business owners.
