Results of task implementation in the first 4 months of the year
Reporting at the meeting, Ms. Chu Thi Hanh - Deputy Director of the Employment Department said that in the first 4 months of 2025, the Department of Employment has been performing important tasks such as: acquiring and revising the Employment Law (amended); Develop a decree regulating foreign workers working in Vietnam; Formulating the Prime Minister's decision on piloting to prioritize restructuring of processes, integration, providing on the National Public Service Portal Group of procedures for granting work permits to foreign workers working in Vietnam and granting judicial record cards; Summarizing the Law on Occupational Safety and Hygiene and guiding documents.
In addition, the Department also performs other tasks such as: Organizing the launching ceremony of the Month of Action on Labor Safety and Hygiene; Organizing the National Council for Labor Safety and Hygiene Dialogue Conference; building an online job exchange and the task of completing the structure and organization.
Regarding the implementation of the targets assigned by the National Assembly, the Government and the industry, in the first quarter of 2025, the Department has tried to ensure the percentage of trained labor with a certificate, a certificate of 28.8 % (up 0.2 percentage points compared to the previous quarter and increased by 1.0 % compared to the same period last year). Unemployment rate in urban areas is 2.21%; The percentage of labor force in the working age participating in unemployment insurance is nearly 32.5%. In addition, the frequency of death accidents annually also decreases every year.
Assign clear people and deadlines
Regarding the tasks for the remaining months of 2025, the Department of Employment clearly identifies specific tasks.
Completing legal documents: Continuing to absorb and revise the draft Law on Employment (amended); implementing a plan to summarize the Law on Occupational Safety and Hygiene; continuing to develop and submit to all levels detailed guidance documents on the revised Law on Employment including 4 Decrees, 1 Circular; completing the draft Decree of the Government regulating foreign workers working in Vietnam...
In addition, the Department will implement the management, synthesis, supervision and evaluation of the National Employment Fund in 2025; continue to pilot public career services on unemployment insurance on the National Public Service Portal: coordinate with C06 (now C12) of the Ministry of Public Security to build and connect public services to pilot 6 comprehensive unemployment insurance procedures on the National Public Service Portal; coordinate with VNPT to develop a pilot process for public unemployment insurance services.
In particular, building an online job exchange, expected to be operational in September 2025; building a database on employment, occupational safety and hygiene; guiding the arrangement and reorganization of Employment Service Centers according to Decree No. 120/2020/ND-CP, Decree No. 23/2021/ND-CP in the context of reorganizing the political system...
Speaking at the meeting, Deputy Minister Nguyen Manh Khuong emphasized that in the remaining 8 months, the Department of Employment should continue to absorb and revise the Law on Employment Law (amended) and implement the plan to summarize the Law on Labor Safety and Hygiene; Continue to build and submit to all levels of detailed guidance on the amendment law. At the same time, complete the circulars and decisions to submit to the competent authorities for promulgation according to the 2025 and arising work program (if any).
"Work from now until the end of the year related to quality, who to assign, and how to limit it needs to be clear, avoiding general situations. When the work has met all the requirements and standards, it needs to be implemented immediately, not allowed to be extended" - Deputy Minister Nguyen Manh Khuong said.
