The Ministry of Home Affairs is drafting a revised Law on Cadres and Civil Servants, in which it is proposed that civil servants who do not complete their tasks will be subject to monitoring for 6 months. If they still do not meet the requirements, they will be assigned a lower rank job or dismissed.
The National Assembly delegate also proposed to assign KPI to cadres for 3-6-12 months, and if they complete well, they can be promoted.
KPI is a metrical index that helps evaluate the work performance of individuals, teams, departments, etc. Currently, many businesses, public service units, etc. have also applied KPI to evaluate personnel and groups at work to pay salaries and bonuses.
It is noted that many cadres, civil servants and public employees want to be assigned KPI to prove their capacity.
Mr. Nguyen Van Thong (name change proposal character, 34 years old) - Secretary of the Commune Youth Union in Thai Binh said that the current job does not have much pressure. After 4 years of working, his income has only increased by more than 1.5 million VND. The increase is mainly based on the basic salary and allowances for other work concurrently.
When completing important tasks under the Provincial or Central Project, Mr. Thong said that he would only receive a reward of 200,000 VND to 500,000 VND. However, a year is rewarded quite a little, not more than 5 times, other jobs at the agency are a responsibility, so there is no bonus.
"The work must be completed, that is the responsibility. This is the basis for the agency to summarize and evaluate the decision at the end of the year to increase allowances, study advanced degrees or concurrently take on other jobs to increase income" - Mr. Thong said.
Mr. Thong supports the proposal to assign specific work KPI but recommends that it should be at a certain level, not beyond the capacity to avoid much pressure for civil servants and public employees. According to Mr. Thong, assigning KPI will avoid the situation of giving and giving.
"KPI is a measure for State cadres and civil servants to rely on, work with all their might, and try harder. With KPI and bonus levels, I think that although there is pressure, it is also a motivation to increase monthly income" - the male officer said.
Mr. Thong commented that KPI will make the work more interesting. He will also always proactively explore and propose many good initiatives to apply himself to achieve the desired results.
Mr. Nguyen Van Dao (31 years old) - a commune land officer in Nam Dinh shared that his work always has a specific completion time. With the current time regulations, Mr. Dao does not have much pressure.
"Normally, we will have 7 to 45 days to process the corresponding land transfer records. Other jobs such as measuring, updating maps, making planning projects or handling people's complaints are more stressful but still resolved effectively and facilitated by leaders" - Mr. Dao said.
The male officer said that if there is a specific KPI, he will not worry about not completing the work but will feel that his own abilities will be focused on when he always completes the work on time, without making mistakes.
Regarding the proposal to be promoted if he regularly completes his work KPI, Mr. Dao extremely agreed. However, the male officer is concerned that at the commune level, there is usually only one employee doing a specific job, making it difficult for him to be promoted if the superior manager is still working.
Mr. Dao suggested that instead of promotion, they could offer attractive bonuses.
Accordingly, the male civil servant recommended that at least 10% of actual salary should be rewarded if 100% of KPI is achieved. The bonus will increase according to the difficulty of the KPI so that civil servants and public employees can be motivated to complete their work best, with each month higher than the previous month.
