The Ministry of Home Affairs has just issued Report No. 1930/BC-BNV to the National Assembly and National Assembly deputies on the results of implementing the Resolutions on the National Assembly's questioning activities in the field of public affairs.
According to the report, Resolution No. 75/2022/QH15 assigned the Ministry of Home Affairs to carry out 22 tasks, of which 13/22 tasks have been completed. Of the 22 assigned tasks, there are 4 tasks in the field of organizational structure and staffing; 14 tasks in the field of civil servants and public employees; 3 tasks in the field of local government and 1 task in the field of salary.
The Ministry of Home Affairs has focused on developing and completing the approval of the list of job positions in state administrative organizations and public service units as a basis for promoting the implementation of staff streamlining in conjunction with restructuring and improving the quality of the staff, civil servants and public employees.
The Ministry of Home Affairs also emphasized the task of reducing at least 5% of the number of civil servants and at least 10% of the number of salary allowances from the state budget by 2026, in conjunction with restructuring and improving the quality of the civil service and public employees.
Thereby overcoming the situation of reducing mechanical staff, leveling, ensuring the arrangement of staff appropriately for each type, organizational model and each locality.
To implement the conclusions, regulations and decisions of the Politburo on staff management for the period 2022-2026, the Ministry of Home Affairs has advised the Prime Minister to issue Decision No. 1046/QD-TTg promulgating the Plan to implement Conclusion No. 28-KL/TW; Conclusion No. 40-KL/TW and Regulation No. 70-QD/TW.
In which, specific instructions and assignments to ministries and branches in implementing tasks and solutions related to payroll management and payroll streamlining as well as other synchronous solutions are given.
The Ministry of Home Affairs has fully implemented and ensured the progress and quality of payroll management tasks under its management authority.
The assignment of the payroll is guaranteed in accordance with the streamlining goals of cadres and civil servants and non -business staffing from the State budget at the request of the Party in association with restructuring, improving the quality of civil servants and officials.
have promoted decentralization and assigned the right to decide on annual staffing for agencies, organizations and units under their management, ensuring that by the end of 2026, the maximum number of assigned units will be reached, along with strengthening inspection and supervision work.
Regarding limitations, nature, and increasing workload of sectors and fields, and increasingly high quality requirements, however, the payroll must continue to decrease according to the requirements in Conclusion No. 40-KL/TW, which is a challenge and difficulty for ministries and branches.
Many localities have not fully recruited the assigned positions (in the 2023-2024 school year, the number of unrecruited teachers is 60,598, accounting for 5.5%) due to lack of recruitment resources; have not been able to recruit to replace the number of retired teachers, implementing the policy of streamlining the positions.
In addition, there is still a shortage of local teachers in some localities.
According to reports from localities, if calculating the maximum number of students/class to determine the number of classes needed according to the school levels and guiding the determination of the teacher payroll according to regulations, in the 2024-2025 school year, there will be an excess of 36,653 payrolls in 25 localities and a shortage of 66,690 payrolls in 38 localities; if following the local proposal, there will be a shortage of 93,681 payrolls for teachers.
