The Government has just received Document No. 2171/TTr-BNV on provincial-level reorganization in 2025.
According to the submission, the People's Committees of the 23 provinces and cities selected to set up new political and administrative centers have chaired and coordinated with relevant localities to develop 23 dossiers for the project to reorganize 52 provinces that must be merged this time.
The Ministry of Home Affairs has reviewed the above 23 project documents and compiled and developed them into a Government project on the arrangement of provincial-level administrative units in 2025.
The remaining 11 provinces and cities that do not implement the arrangement have 10 provinces that meet the prescribed standards: Hanoi, Hue, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh. A province that does not meet the standards but has a special factor should also keep Cao Bang.
According to the Ministry of Home Affairs, all 23/23 provinces formed after the reorganization have met the standards orientation of provincial-level administrative units according to the provisions of Resolution No. 76/2025 of the National Assembly Standing Committee.
Currently, the total assigned payroll of 52 provinces and cities implementing the arrangement is 937,935 people, including 37,447 cadres, 130,705 civil servants, 769,783 public employees.
After the arrangement, the maximum number of officials, public servants and officials of provincial officials did not exceed the total number of cadres, civil servants and officials before arranging. Thus, 23 new provinces were assigned no more than 937,935 staff. For 5 years, streamlining payroll associated with restructuring, improving the quality of the team.
Regarding the plan of arranging and consolidating the organization of the apparatus with the Party and mass organizations, it will establish the Party and City Party Committee after arranging on the basis of consolidating the number of party members and party organizations directly under the provincial Party Committee and the previous Party Committee.
The draft project also raises the issue of appointing the Provincial and Municipal Party Executive Committees after the arrangement according to the regulations on decentralization of cadre management and the instructions of the Central Government.
In addition to establishing an advisory agency for the Provincial and Municipal Party Committees under the Central Government, the draft project also states the establishment of a new agency of the Vietnam Fatherland Front Committee after the arrangement.
For the new government and provincial level, there will be People's Councils and People's Committees. In which, the People's Councils of the provinces will later reorganize to establish 3 departments: Legal Committee, Economic - Budget Committee, and Cultural - Social Committee. For provinces with many ethnic minorities, an additional Ethnic Committee can be established.
The People's Council of the centrally-run city establishes 4 committees: the Legal Committee, the Economic - Budget Committee, the Cultural - Social Committee and the Urban Committee.
For equivalent departments and agencies, merge departments and agencies with similar functions and tasks. For some specialized agencies under the Provincial People's Committee (not uniform between provinces and cities in implementing the arrangement), the organizational model and functions, tasks, organizational structure and staffing are basically kept unchanged.
After the arrangement, the provincial People's Committee will organize a maximum of 14 departments and equivalents. Ho Chi Minh City alone organizes a maximum of 15 departments and equivalents.
The unified principle is to keep public service units in health and education in the area. Other public service units under the Provincial People's Committee and under departments and agencies shall follow the instructions of competent authorities.
When unifying localities, the whole country "fulfills" the plan to merge into 34 provinces and cities, including 6 centrally-run cities (Hanoi, Hai Phong, Hue, Da Nang, Can Tho and Ho Chi Minh City) and 28 provinces (Lai Chau, Dien Bien, Son La, Lang Son, Cao Bang, Tuyen Quang, Lao Cai, Thai Nguyen, Phu Tho, Bac Ninh, Hung Yen, Ninh Binh, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Quang Ngai, Gia Lai, Khanh Hoa, Lam Dong, Dak Lak, Dong Nai, Tay Ninh, Vinh Long, Dong Thap, Ca Mau Giang).
