Mr. Nguyen Van Hung (character's name has been changed) is a part-time worker at the commune level. During his working time, he has sent the Ministry of Home Affairs a number of recommendations based on his own practice and concerns as well as many people in the same working position.
In terms of standards, part-time workers are almost equivalent to commune-level civil servants - the only difference is that they are not allowed to be on the payroll. Meanwhile, the workload they undertake is not less, there are even many cases that have direct contact with people more frequently and closely than civil servants.
"So why keep civil servants only after the merger, so it is too unfair to us, while in the future we will pay according to job position" - Mr. Hung wrote.
Mr. Hung also expressed concern about the future of thousands of non-professional workers after the restructuring of the apparatus. People over 35 like him will find it very difficult to find a job outside when they quit their jobs. Meanwhile, the current termination policy is too low, not meeting the efforts they have put in.
In addition, Mr. Hung said that after the merger, the commune area became larger, the workload increased, but the number of civil servants was cut, making it difficult to cover. Therefore, he recommended that there should be a policy to rearrange part-time workers in the form of contracts, administrative help, or support for civil servants in local management.
"So can there be a policy to keep us like contract officers, or help or not?" - Mr. Hung shared.
Regarding Mr. Hung's reflection and recommendation, the Ministry of Home Affairs responded on the Electronic Information Portal.
The Ministry of Home Affairs said that, implementing Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Central Conference of the 13th tenure and Conclusions of the Politburo, the Secretariat on the arrangement of provincial and commune-level administrative units and local government organizations at both levels, the Central Ministries, departments and branches have been reviewing current regulations to propose competent authorities to amend and supplement them accordingly.
Accordingly, the provisions of the end of the use of part -time workers at the commune level, assigning local authorities to consider, can arrange the unprofessional activities at the commune level to meet the requirements of the task of participating in the village, the residential group, the implementation of policies to leave jobs for amateur operating people at the commune level without arranging work as prescribed.
Currently, the Ministry of Home Affairs is synthesizing the opinions of ministries, branches, localities and the opinions of the people to propose the Government to issue regulations on implementing regimes and policies for part-time workers at the commune level when implementing the arrangement of provincial and commune-level administrative units and local government organizations at 2 levels.
