The Congress was attended by Mr. Ngo Duy Hieu - Vice President of the Vietnam General Confederation of Labor; Mr. Bui Van Khang - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Quang Ninh province; and 250 official delegates representing more than 110,000 union members, workers and laborers in the whole province.
The Congress has the theme: "Promoting the tradition of discipline and unity, building a strong and comprehensive Trade Union organization; contributing to making Quang Ninh soon a centrally-governed city".
The report at the congress shows that, as a result of implementing the resolution of the 14th Provincial Trade Union Congress, for the period 2023 - 2025, trade unions at all levels have innovated the structure, content and methods of operation; focused on the grassroots and workers; effectively implemented projects on organizational arrangement, project "Developing labor relations in Quang Ninh province"...
Propaganda and mobilization work has been flexibly and creatively innovated, suitable for each stage, creating a spreading force among union members, workers and the community.
The work of caring for the welfare of union members and workers has been focused on with many large-scale programs: "Union Tet Market", "Tet Sum Vay", "Worker's Month", "C employee Culture and Sports Festival" ...; Trade unions at all levels have visited, presented gifts, and provided subsidies to 227,865 employees with a total amount of 148.107 billion VND.
The "Union Member Welfare" program benefits 165,600 union members and employees with a total value of over VND 17,325 billion.
Support the construction and repair of 65 "Union Shelters", with a budget of more than 3 billion VND.
The Capital Support Fund for Poor Workers disbursed VND43,225 billion to 1,824 employees for loans to develop the family economy.
Patriotic emulation movements among employees continue to be strongly launched, bringing practical results, contributing to the completion of the province's socio-economic development goals.
From 2023 to the end of September 2025, the whole province will admit 30,203 new union members; an increase of 18,193 union members. Actively train and introduce 6,920 outstanding union members for the Party to consider and admit; of which 6,722 honorary union members were admitted to the Party.
In addition to the achieved results, the congress also frankly pointed out the shortcomings and limitations; at the same time, discussed and drew lessons from the process of implementing trade union activities.
Entering the 2025-2030 term, the congress determined the goal: "Building a strong, innovative, professional and effective Quang Ninh Trade Union; caring for and protecting the legitimate and legal rights and interests of union members and workers; participating in building a clean and strong Party and political system; contributing to making Quang Ninh province a centrally-run city". In which, the congress set out 14 targets, 3 breakthroughs and 9 groups of key tasks and solutions.
Speaking at the congress, Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu and Chairman of the Quang Ninh Provincial People's Committee Bui Van Khang acknowledged and highly appreciated the achievements of the provincial trade unions at all levels.
Leaders of the Vietnam General Confederation of Labor and Quang Ninh province suggested that the Quang Ninh Trade Union continue to innovate strongly and substantially; promote its role in representing and protecting the rights of workers, especially in industrial parks, economic zones and non-state enterprises.
In particular, it is necessary to focus on: Building a team of professional, capable and prestigious union officials. Innovation in content and methods of operation; strongly focusing on the grassroots; listening and promptly resolving recommendations of employees.
Proactively grasp the situation of labor relations and ensure security among workers early, from the grassroots. Persistently recommending policies on wages, training - retraining; ensuring a safe working environment; welfare, cultural institutions, housing for workers; supporting workers in immigration; ensuring workers have stable jobs and income.
With the motto "Solidarity - Democracy - Discipline - Innovation - Development", the congress elected the Executive Committee of the Quang Ninh Provincial Federation of Labor, term XV, 2025-2030, consisting of 29 members.
Mr. To Xuan Thao - Member of the Provincial Party Committee, Vice Chairman of the Quang Ninh Provincial Fatherland Front Committee - was re-elected as Chairman of the Quang Ninh Provincial Federation of Labor for the 2025-2030 term.
