The conference took place under the chairmanship of Mr. Nguyen Anh Tuan - Member of the Party Central Committee, Chairman of the Vietnam General Confederation of Labor (VGCL).
Improving labor productivity is an important content of the emulation movement
At the Conference, giving opinions on the Draft Report of the Executive Committee of the Vietnam General Confederation of Labour (XIII term) submitted to the XIV Congress of Vietnam Trade Unions in the content section chaired by Standing Vice President of the Vietnam General Confederation of Labour Thai Thu Xuong, all opinions said that the Draft Report has a structure and layout, in the direction of evaluating results more concisely and clearly.
Mr. Le Dinh Hung - Standing Vice Chairman of the Hanoi Labor Federation expressed high agreement with the approach in developing the Draft Report.
Mr. Hung gave opinions on some targets for union member development, propaganda and education and suggested that there should be a continuous emulation movement of the Trade Union organization.
Analyzing the emulation movement, Mr. Le Minh Nhan - Chairman of Hue City Labor Federation said that it is necessary to ensure the spirit of emulation of good labor, creative labor throughout in the spirit of innovating thinking to meet the requirements of the new stage.
Speaking at the Conference, Mr. Nguyen Dinh Thang - Chairman of the Trade Union of High-Tech Parks and Industrial Parks of Hanoi City said that the chairmen of grassroots trade unions all highly appreciated the Draft Report.
Especially from the reality of organizing and implementing the emulation movement for many years, Mr. Thang affirmed that the emulation movement "Good Labor, High Productivity, Good Income" has full content, and emphasized that setting a high productivity target is timely and accurate to meet the needs in the new period.
Mr. Thang also said that previously, the emulation movement "Reviewing theory, practicing skills, competing with skilled workers" organized by the Trade Union of Industrial and Export Processing Zones of Hanoi (formerly) attracted the response of a large number of workers as well as received the support of business owners.
With the practicality of the movement, workers improve their skills, thereby increasing productivity. Each worker who wins a prize in the Excellent Worker Contest when returning to the enterprise will receive a salary increase...
Accepting the opinions of the delegates, Vice President of the Vietnam General Confederation of Labour Ngo Duy Hieu explained some contents. Including the striving targets for the 2026 - 2031 term and emulation movements.
Regarding the emulation movement, Vice Chairman Ngo Duy Hieu emphasized 3 themes, in which "Good Labor" has encompassed creative labor to have high labor productivity; when labor productivity increases, business production of enterprises develops, and income of workers will increase.
Calling on trade union levels and all officials, union members, and workers to strive to emulate labor, innovate, and be creative.
After considering and discussing the submissions and reports of the Presidium, the Conference approved the Resolution. In which, it unanimously approved the draft documents submitted to the 14th Vietnam Trade Union Congress, including: Report of the Executive Committee of the 13th Vietnam General Confederation of Labor at the 14th Vietnam Trade Union Congress;
Review report of the Executive Committee of the 13th Vietnam General Confederation of Labor at the 14th Vietnam Trade Union Congress; Program of the 14th Vietnam Trade Union Congress;
Report summarizing the inspection and supervision work of trade unions at all levels for the term 2023 - 2028 (period 2023 - 2026); Report on the results of amending and supplementing the Charter of the 13th Vietnam Trade Union submitted to the 14th Vietnam Trade Union Congress; draft Charter of the Vietnam Trade Union;
Report summarizing Program No. 01/CTr-BCH dated December 29, 2023 of the Executive Committee of the 13th General Confederation on promoting trade union communication in Vietnam in the period 2023-2026;
Report on the results of implementing Resolution No. 07/NQ-BCH dated August 29, 2024 of the Executive Committee of the 13th General Confederation of Labour on "Focusing resources on taking care of welfare for union members and workers in the new situation" in the period 2024 – 2026;
Report on the results of implementing Resolution No. 06/NQ-BCH dated August 27, 2024 of the Executive Committee of the 13th General Confederation on promoting the development of union members and establishing grassroots trade unions in non-state-owned enterprises to 2028, vision to 2033 (period 2024 - 2026);
Report on the results of Program No. 07/CTr-BCH dated December 11, 2024 of the Executive Committee of the 13th General Confederation on building a team of grassroots trade union presidents to meet task requirements, especially grassroots trade union presidents in non-state-owned enterprises, term 2023 - 2028 (period from January 2024 to April 2026);
Report on the results of congresses and trade union conferences at all levels for the term 2025 - 2030; Working regulations of the 14th Vietnam Trade Union Congress, term 2026 - 2031;
Report on the results of union member development and establishment of grassroots trade unions from after the 13th Congress of the Vietnam Trade Union to April 2026.
Assign the Presidium of the General Confederation to direct the Sub-committee on Documents of the 14th Vietnam Trade Union Congress, the Sub-committee on amending and supplementing the Charter of the Vietnam Trade Union based on the contributions and discussions of the delegates, to study, absorb, and complete the above draft documents to submit to the 14th Vietnam Trade Union Congress.
The Conference also unanimously approved the following contents: Decision to establish delegations, decision to convene delegates to attend the 14th Vietnam Trade Union Congress, term 2026 - 2031; Report on the results of evaluating and ranking the quality of grassroots trade unions and the results of party member development work in 2025.
Assign the Presidium of the General Confederation of Labour to direct the Labor Relations Department of the General Confederation of Labour to complete the document and submit it to the Standing Committee of the Presidium for signing and promulgation.
The Resolution also mentions assigning the Presidium of the General Confederation to take a number of steps in advance to ensure the process for cadres, after having opinions from competent authorities, it will be officially implemented.
Speaking at the closing of the conference, VGCL President Nguyen Anh Tuan emphasized that the emulation movement must ensure unity and consistency throughout the entire system, not only meeting the goals of the Trade Union organization but also meeting the requirements of the whole country.
On this occasion, the President of the VGCL requested to urgently implement the contents of work to ensure the success of the 14th Vietnam Trade Union Congress. In addition, trade union levels need to pay attention to effectively implementing Workers' Month activities, especially taking care of union members and workers.
The Executive Committee of the Vietnam General Confederation of Labor calls on trade union levels and all officials, union members, and workers nationwide to promote the achieved results, strive to compete in labor, innovate, and create, contributing to the successful implementation of the 2026 work program, the Resolution of the 14th National Party Congress and the successful organization of the 14th Vietnam Trade Union Congress.
