President of the Vietnam General Confederation of Labor Nguyen Dinh Khang signed and issued a Plan to launch an emulation movement to welcome Party Congresses at all levels towards the 14th National Congress of the Party, Patriotic Emulation Congresses at all levels, the 11th National Patriotic Emulation Congress and major holidays and events of the Party and the country in 2025.

The theme of the emulation movement is: Determined to innovate, actively create, streamline effectively, improve labor productivity, work efficiency, save, fight waste, welcome Party Congresses at all levels towards the 14th National Congress of the Party, Patriotic Emulation Congresses at all levels, and the 11th National Patriotic Emulation Congress.

The emulation movement aims to create a vibrant competitive atmosphere, encourage cadres, union members, workers, civil servants and laborers to promote the tradition of patriotism, the spirit of innovation and creativity, actively work, produce and perform practical achievements to celebrate the important events of the Party and the country, strive to successfully carry out the political tasks of 2025 and complete the socio-economic targets for the period 2021 - 2025, creating a premise for the whole country to strive to well implement the socio-economic development plan in the following years.

In addition, inheriting and promoting lessons and experiences in organizing patriotic emulation movements through the periods to continue to innovate, create, improve the quality and effectiveness of patriotic emulation movements among workers, civil servants, laborers and trade union activities, contributing to the successful implementation of the targets and tasks set forth by the 13th Congress of Vietnam Trade Union.

The Vietnam General Confederation of Labor requires organizing a widespread emulation movement; the form and organization measures must be suitable to practical conditions, practical, effective, and avoid waste. Linking the patriotic emulation movement among workers, civil servants, and laborers with representing, caring for, and protecting the legitimate and legal rights and interests of union members and laborers; focusing on emulation movements in the non-state enterprise sector.

Along with that, rewards must be timely, accurate, targeted to the right people, with the right achievements; pay attention to rewarding workers, direct production workers, civil servants, and public employees who do not hold leadership positions. Discover typical examples, advanced models, good models, creative and effective ways of doing things in patriotic emulation movements and trade union activities to propagate, spread, and replicate.

Resolutely implement solutions to develop union members

According to the plan, the Vietnam General Confederation of Labor will mobilize all levels of trade unions to widely propagate Ho Chi Minh's thoughts on the patriotic emulation movement and the working class; the Party's guidelines, policies and laws of the State on emulation, rewards and trade union activities, especially the Trade Union Law (amended), the Law on Emulation and Rewards and documents guiding their implementation; propagate about the Party Congresses at all levels, the 14th National Congress of the Party; about the results of patriotic emulation movements in the period of 2021-2025, the Patriotic Emulation Congresses at all levels and the 11th National Patriotic Emulation Congress.

Emulation arouses, spreads, and strongly promotes the spirit of solidarity, self-confidence, self-reliance, national pride, and the desire to develop the country, thereby raising awareness and responsibility of union members, cadres, civil servants, public employees, and workers to strive, improve labor productivity, work efficiency, and contribute to the excellent completion of assigned tasks in all work positions.

Compete to effectively organize and implement programs, plans and projects to concretize Resolution 02-NQ/TW of the Politburo on Innovation in the organization and operation of Vietnam Trade Union in the new situation; Resolution of the 13th Congress of Vietnam Trade Union and the theme of trade union activities in 2025 "Focus on developing union members, participating in building a clean and strong Party" associated with promoting the Study and follow of Ho Chi Minh's ideology, morality and lifestyle and emulation movements: "Good worker, Creative worker"; "Innovation, creativity, efficiency in trade union activities"; "Good advice, good service"; "Good at public affairs, good at housework"; "Green, Clean, Beautiful, Ensuring occupational safety and hygiene"; "Culture, Sports".

Actively respond to, concretize, and effectively participate in emulation movements launched by the Prime Minister: "Promoting the development of synchronous and modern infrastructure, practicing thrift, and fighting waste", "The whole country joins hands to build new rural areas"; "The whole country joins hands for the poor, leaving no one behind"; "Cadres, civil servants, and public employees compete to practice office culture"; "The whole country competes to build a learning society, promoting lifelong learning".

Compete to promote, improve the quality and effectiveness of activities to represent, protect the legitimate rights and interests, care for the lives, ensure jobs for union members and workers; resolutely and drastically implement solutions to develop union members, establish grassroots unions, especially in non-state enterprises. Mobilize union members and workers to promote initiatives and creativity, compete to build, speed up the progress and complete projects, models and products to welcome the Party Congresses at all levels and the 14th National Congress of the Party.

Compete to thoroughly grasp and effectively implement the Party and State's policies on streamlining the organizational apparatus, improving the effectiveness and efficiency of trade unions at all levels; promptly grasp the thoughts and aspirations to propagate and mobilize union members, cadres, civil servants and public employees to agree, unify and comply with decisions on organizational arrangement and job positions.

Compete to improve awareness, political level, professional and legal knowledge, and skills in mass mobilization work with the spirit of "Mind thinking, eyes seeing, ears listening, feet walking, mouth speaking, hands doing"; actively innovate working methods and styles; be close to union members and the grassroots; be proactive, creative, propose good models, new, creative and effective ways of doing things in union activities; strive and be responsible to excellently complete professional tasks.

Compete to promote the application of information technology and administrative reform in trade union activities, actively participate in the emulation movement "Innovation, creativity, efficiency in trade union activities".

In addition, the plan also clearly states the emulation content for union officials; union members, workers in enterprises as well as union members, officials, civil servants and public employees.
